We have permitted the sacrifice of low wages, irregular employment, and disease to be borne by the individual rather than by the community. Those who suffer from these conditions are in reality a vicarious sacrifice; a sacrifice which society has no right to accept. As a preliminary to the preparation of a plan for the future of a particular community, it is necessary not only to be familiar with the history and problems of that city but also to have general statistical information applicable to the future of any city. The relative number and size of urban communities in any country follow definite mathematical laws. Part of the open space between towns is essential for the production of crops. Other areas must be devoted to watersheds. Inside the city limits, proper provision must be made for parks and playgrounds. Open space must also be left for roadways and sidewalks adequate to meet the needs of urban traffic. Rapid transit and transportation must be provided. Buildings must be so limited in height, bulk and spacing as to insure a proper access of light and air and to afford fire protection. The space within the buildings themselves must be sufficient to provide healthy living and working conditions for the occupants. The quantitative analysis of such needs as these may well be termed the Science underlying the Art of City Planning.
