Beginning with a survey of naval developments in earlier imperial times, the book goes on to show how China has since the mid-19th century four times built or rebuilt its navy: after the Opium Wars, a navy which was sunk or captured by the Japanese in the war of 1894–1895; during the 1920s and 1930s, a navy again sunk or lost to Japan, in the war of 1937–1945; in the 1950s, a navy built with Soviet help, which stagnated following the Sino-Soviet split in the early 1960s; and finally the present navy which absorbed its predecessor, but with the most modern sections dating from the 1990s—a navy which continues to grow and prosper. The book also shows how the underlying strategic imperative for the Chinese navy has been the defense of China’s coasts and major rivers; how naval mutiny was a key factor in the overthrow of the Qing and the Nationalist regimes; and how successive Chinese governments, aware of the potent threat of naval mutiny, have restricted the growth, independence, and capabilities of the navy. Overall, the book provides—at a time when many people in the West view China and its navy as a threat—a rich, detailed, and realistic assessment of the true nature of the Chinese navy and the contemporary factors that affect its development.

Book excerpt: Over the past fifteen years, the People's Liberation Army Navy's (PLAN's) missile fast-attack craft and amphibious fleets have been significantly modernized. While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. These fleets allow the PLAN to continue offshore operations, and begin "blue-water", or "far-seas" operations, helping the United States to predict the future nature of Chinese maritime missions. Drawing on Barry Posen's works on sources of military doctrine, it argues that the orientation of Beijing's choices concerning its naval forces can essentially be explained by China's position as a potential regional hegemon. Yves-Heng Lim highlights how a rising state develops naval power to fulfil its security objectives, a theoretical perspective that goes farther than the sole Chinese case.

The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

This book traces, in detail, the long path from a coastal defense force of obsolete ships and crude systems to the current complex unique new construction coastal missile catamarans and AEGIS-like large DDGs with indigenous Vertical launch weapons and long range cruise missiles. In war gaming or operational tactics, many tables with frequencies, loadouts and ranges are useful, especially if unclassified. With this book, all of these platforms and systems are in one source. The book is divided into sections on frigates, destroyers, missile destroyers, patrol craft, naval aircraft and helicopters, nuclear and diesel submarines. Antisubmarine, anti-air, antisurface and mine warfare, amphibs and auxuiliaries are in their own areas. Even state-owned paramilitary vessels are covered. Hull, machinery and electrical and deperming are also addressed. This book prompts the reader to discern PLAN areas of weakness as well as threats based upon the sum of tables, rather than merely accept an author’s conclusions. The enigmatic PLAN aircraft carrier preparations in pilots, shipyard and battle group basing will be noted. The only fact pending is when the keels will be laid in Shanghai and the actual tonnage.
