Book excerpt: The Minnesota legislature created the Commission of Public Safety (MCPS) during World War I for military expediency and to combat sedition. One of its first orders created peace officers to protect property. However, most peace officers were neither qualified to protect property nor sought a commission to do it. Instead, they used their positions to fight unions, farmers' organizations, alcohol, and what they perceived as a lack of patriotism. With few exceptions, peace officers were wealthy white men. Because America's involvement in World War I lasted only nineteen months, the MCPS did not have time to achieve a dictatorship as many historians have claimed. Its real power existed in the collaboration of peace officers and the American Protective League, with whom the MCPS had a special arrangement. This thesis includes a database of the 627 peace officers created by drawing biographical information from many sources. This database clarified many trends of the peace officers including demographics and the timing and motivations for their commissions. What actions the peace officers took in their efforts for control and what they viewed as dangerous are important reminders for what can happen when a government assumes too much control.
