Book excerpt: This study explore so as to empower the laity in the Diocese of Kalay in Myanmar to be aware of their significant role in the life and mission of the Church. It focuses on empowering them through integrated formation to be aware of their rightful responsibility to participate as a lay men and women and to help the clergy in the mission of the Church. This work is divided into three main parts: Part One is a critical observation of the chosen research context with the eyes of pastoral view, focusing on its multiplicity of the people, its socio-political situation and its religion, and particularly on the lay involvement in the life and mission of the Church. In Part Two, we reflect on the theological foundation of lay empowerment articulated in the Bible, the doctrinal development of the ecclesiology after the Second Vatican council expounded by the Council Fathers and some theologians. Part Three presents the actual pastoral plan of bringing the awareness of the significant role to the laity in the Church. In this study, the researcher presents some pastoral plans for building "A New Way of Being Church" through the doctrinal development of Ecclesiology after the Second Vatican Council, as widely known the Church as "the People of God", and the lay participation in the triple function of Christ for the new evangelizing mission of the Church.
