The foundation of the Munitions Ministry was a revolutionary step, coinciding with the 'shells scandal' in which the failure of a series of British attacks: Neuve Chapelle, Aubers Ridge, Festubert and Loos - was blamed on inadequate supplies of munitions. A press outcry was followed by questions in Parliament which threatened to bring down the Government. The Ministry was set up in response. Previously, the War Office had been responsible for designing, ordering and inspecting ammunition factories and stores. But a year of war on a scale never foreseen, the creation of armies larger than ever contemplated, and the demand for unprecedented quantities of matériel showed the absolute necessity of providing centralised direction of mass war production. The Great War completely upset normal industrial conditions. Preparing this history of the Ministry of Munitions was started during the War itself. It was felt that consulting the officials concerned whilst they were still in post was vital, particularly as many such posts were temporary, and while the questions with which the history would deal were vividly present in their minds. Spain’s weak productivity performance has been linked to the dominance of many low-productivity small firms and inefficient allocation of resources. The biggest gain can be expected from lowering regulatory barriers to competition and the cost of doing business, including at the regional level. Further improving the access to equity and credit financing, in particular for innovative start-up companies, and addressing potential disincentive effects of size-contingent rules, can also make important contributions to raising productivity growth. Supporting innovation through increasing the efficiency of Research and Development (R&D) incentives and enhancing the private R&D investment should generate positive spillovers, which are difficult to capture empirically.

Book excerpt: This paper studies how fiscal rules interact with the intergovernmental fiscal framework to foster fiscal discipline among European subnational governments. We use political variables describing the fiscal attitudes of the central government as instruments to obtain consistent estimates of the impact of subnational fiscal rules on fiscal balances. The results suggest that the discipline-enhancing effect of fiscal rules is weaker when there are large “vertical fiscal imbalances” that is, large differences in revenue and spending assignments across the different levels of government. These findings imply that separate reforms to reduce excessive vertical fiscal imbalances complement a rules-based fiscal framework that is aimed at fostering fiscal discipline.
