Book excerpt: Excerpt from The Militia Law of the State of Rhode Island: Passed at the Special Session of the General Assembly, Held at Providence, August, 1862; With the Laws Relating to Volunteers, Bounties, Exemptions, Provision for Families of Soldiers, Etc;, Etc The General Assembly convened at Providence, on Monday, the twenty-fifth day of August, 1862, in pursuance of the following Proclamation by the Governor, and adjourned on Saturday, the eighth day of September following, to meet again in Providence, according to law, on the second Monday in January, A. D. 1863. Whereas, the large bounties given by the several cities and towns in this State for volunteers, for the purpose of obviating a draft, is producing dissatisfaction among the troops of the State, now in the field; And Whereas, this system of overbidding by each town in its haste to relieve itself from a draft, is a most pernicious one, and creating a large debt which is unequally divided among the people of the State, when the cause for which it is incurred is that of all its citizens, for the preservation of their common country; And Whereas, an undue haste has also been manifested by some of our people to render themselves exempt under the law, from doing military duty. Under these circumstances, and to take such measures as may be thought most proper in the emergency, to comply with the call of the President to furnish our quota of troops, I have defaced it my duty to convene the General Assembly at a time not provided by law. Now, Therefore, I, William Spargue, Governor of the State of Rhode Island and Providence Plantations, in virtue of the powers in me vested by the Constitution of said State, do issue this my proclamation, convening the General Assembly of this State, to meet at the State House, in Providence, on Monday, the 25th day of August, at 11 o'clock, A. M. And do hereby call upon the members of both Houses thereof, to assemble themselves in their respective Houses, at the time and place aforesaid. In Testimony Whereof, I have hereunto set my hand and affixed the Seal of the State, at Providence, this twentieth day of August, A. D., 1862. This paper analyzes the political and military effectiveness of the Rhode Island militia during the Revolutionary War. Through careful study of the roots of Rhode Island and its militia forces, it is possible to understand the various functions performed by these forces in Rhode Island's struggle for independence. Revisionist historians assert that the war was not so much won by America as it was not lost. The militia played a significant part in sustaining the war until England finally withdrew from the conflict. The functions performed by the militia include providing internal control; a source of short-, term local defense; intelligence gathering; raiding and harassing the enemy forces; and providing a source of manpower for the Continental Army. How well these functions were performed vary, but their effectiveness in prolonging the war were critical to America not losing the conflict. Rhode Island's forces were divided into two major categories--those for the defense of the united colonies and those for the state's defense. The state "citizen soldier" forces were furthered divided into three minor categories. These were the militia, independently chartered companies, and alarm companies. All three are studied in this paper since all three performed the same functions for the state. On three separate occasions, military and civilian leaders attempted to use the militia in large-scale operations. Each of these three attempts ended in disaster, not through the fault of the militia, but from the misunderstanding of the militia's weaknesses and strengths as a military force. This paper details these strengths and weaknesses in order to prevent modern-day leaders from making these same mistakes.
