Book excerpt: Excerpt from The Military Unpreparedness of the United States: A History of American Land Forces From Colonial Times Until June 1, 1915 Upon the author's return from Europe at the end of November, 1914, after an absence of two and a half months spent in France, England, Holland and Germany, he was gratified to see an awakening of the interest of the American public in the necessity for adequate national defence, which he had been striving for nearly nine years to arouse. This interest, stimulated by the war which has involved a large part of the civilized world, gave such unmistakable evidences of being more than superficial, and so numerous and earnest were the inquiries which he received from all over the United States during the month of December, 1914, as to the condition of our land forces and what ought to be done to strengthen them, that he resolved, during January, 1915, to set forth the facts concerning the military policy pursued by the United States since Revolutionary times. It had at last become apparent that there existed a need for a military history of the United States which gave the unvarnished truth, doubly so since our historians have painted in glowing colours the successes of our former wars but have suppressed with studied care the blunders which have characterised our military policy throughout the past. Heretofore, the nearest approach to such a history was The Military Policy of the Untied Stales by Brevet Major General Emory Upton, United States Army, one of the most masterful works of its sort in any language. General Upton's book only covers the period from 1775 to the end of 1802, is much too technical for the average reader and, moreover, is not available to the general public. Book excerpt: Analyzes the cultural attitudes, political decisions, and institutions surrounding the maintenance of armed forces throughout American history While traditionally, Americans view expensive military structure as a poor investment and a threat to liberty, they also require a guarantee of that very freedom, necessitating the employment of armed forces. Beginning with the seventeenth-century wars of the English colonies, Americans typically increased their military capabilities at the beginning of conflicts only to decrease them at the apparent conclusion of hostilities. In Drawdown: The American Way of Postwar, a stellar team of military historians argue that the United States sometimes managed effective drawdowns, sowing the seeds of future victory that Americans eventually reaped. Yet at other times, the drawing down of military capabilities undermined our readiness and flexibility, leading to more costly wars and perhaps defeat. The political choice to reduce military capabilities is influenced by Anglo-American pecuniary decisions and traditional fears of government oppression, and it has been haphazard at best throughout American history. These two factors form the basic American “liberty dilemma,” the vexed relationship between the nation and its military apparatuses from the founding of the first colonies through to present times. With the termination of large-scale operations in Iraq and the winnowing of forces in Afghanistan, the United States military once again faces a significant drawdown in standing force structure and capabilities. Carter, covers the period between the end of the Korean War and the initial deployment of ground combat troops to Vietnam. The pamphlet also discusses the service's efforts to maintain its position in national defense within the parameters of President Eisenhower's New Look strategic policy. A key issue for the Army was the question of how to prepare a force to operate on an atomic battlefield. In order to compete with the Air Force and the Navy for a diminishing defense budget, the Army had to show that it, too, was a modern, forward-thinking organization, prepared to integrate a new family of tactical atomic weapons into its organization and doctrine. The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets. Other than Andrew Jackson's 1815 victory at New Orleans and Francis Scott Key's poem "The Star-Spangled Banner" written in 1814 during the British attack on Baltimore, most Americans know little about the country's second major war. Its causes are still debated by historians today. Great Britain's impressment of American sailors, its seizure of American ships on the high seas, and suspected British encouragement of Indian opposition to further American settlement on the western frontier all contributed to America's decision to declare war against Great Britain in June 1812.None of these factors, however, adequately explain why Presi-dent James Madison called for a war the country was ill-prepared to wage. Moreover, the war was quite unpopular from the start. Many Federalists-chiefly in the New England states-opposed an armed conflict with Great Britain, continued to trade with the British, and even met in convention to propose secession from the Union. Some members of the president's own Republican Party objected to the war's inevitable costs and questionable objectives, such as the conquest of Canada.To declare war was one thing, but to prosecute it successfully was a different matter. Much of the story of the War of 1812 is about the unpreparedness of America's Army and Navy at the conflict's outset, and the enormous difficulties the new nation faced in raising troops, finding competent officers, and supplying its forces. Most of America's military leaders were inexperienced and performed poorly, particularly in the first two years of war. Only gradually did better leaders rise to the top to command the more disciplined and well-trained units that America eventually fielded. But despite costly initial setbacks, by the time the fighting stopped American arms had won key victories at Chippewa, Lundy's Lane, and New Orleans under excellent officers such as Winfield Scott, Jacob Brown, and Andrew Jackson. Although the United States achieved few of its political objectives in the War of 1812, its Regular Army emerged more professional, better led, and fit to take its place as the foundation of America's national defenses.I encourage all Army leaders and soldiers to read this pamphlet and the others in our series of campaign pamphlets in commemoration of the bicentennial of the War of 1812. We can all profit from greater knowledge about the beginnings of our Army: an Army forged in victory and defeat during what has often been called the second war of American independence.
