Specifically, it focuses on factors such as breakdowns in democratic and civil-military norms and conventions; intensifying partisanship and deepening political divisions in American society; as well as new technology and the evolving character of armed conflict. Chapters are organized around the principal actors in civil-military relations, and the book includes sections on the military, civilian leadership, and the public. It explores the roles and obligations of each. The book also examines how changes in contemporary armed conflict influence civil-military relations. Chapters in this section examine the cyber domain, grey zone operations, asymmetric warfare and emerging technology. Book excerpt: With the collapse of the Cold War following the Eastern European revolutions and the ongoing democratization of the Soviet republics, optimism about peace has transformed the international political climate. Incidents such as the Gulf War, however, have tempered this optimism and cast doubts on the prospects for demilitarization. In this book, Martin Shaw examines some of the developments that lie behind the recent momentous changes and argues that, despite the Gulf War and other regional wars, militarism is in decisive retreat. Writing from a broadly sociological perspective, Shaw examines the roles of war and military institutions in human society and the ways in which preoccupation with war has affected domestic, regional, and international politics in the twentieth century. In doing so, he asks: When does the post-war era end? How have nuclear weapons altered the perception of war by society? What is the relationship between industrialism and militarism? The author contends that, despite the militarism of some Third World countries, societies in the advanced industrial world (especially in Europe) have been undergoing a profound demilitarization. These societies have become politically insulated from war preparation, have recognized the effect of social movements on inter-state relations, and are experiencing a "revolution of rising expectations." Offering evidence of "post-military citizenship," Shaw describes the increasing resistance to military conscription throughout the Western world, the replacement of blind obedience with demands for accountability in Eastern bloc countries, and the simultaneous rise of nationalism and communitarianism among Common Market members. And, in light of the collapse of Stalinist militarism in Europe and the USSR, Shaw suggests some of the changes that face Soviet society.

Book excerpt: These five volumes concern one of the most important institutions in human history, the military, and the interactions of that institution with the greater society. Military systems serve nations; they may also reflect them. Soldiers are enlisted; they may also be said to self-select. Military units have missions; they also have interests. In an older, more traditional military history, while the second reflects a newer approach. Although each statement in the pairs may be said to be true, the former speak from the framework of the military sciences; the latter, from the framework of the social and behavioral sciences. The military systems of our past differ from one another over time, in political origins, size, missions, and technological and tactical fashions, but to a great extent their historical experiences have been more noticeably similar than they were different. When we ask questions about the recruiting, training, or motivating of military systems, or of those systems' interactions with civilian governments and with the greater society, as do the essays in these five volumes of reading on The Military and Society we are struck by the almost timeless patterns of continuity and similarity of experience. In each of these volumes approximately half of the essays selected deal with the experience in the United States; the other half, with the experiences of other states and times, enabling the reader to engage in comparative analysis.

Book excerpt: A work with broad implications for theories of comparative strategic behavior and civil-military relations, Societies and Military Power uses the long history of the armies of India as a basis for analyzing whether the character of a given society affects the amount of military power that can be generated by the armies that emerge from that society. By examining the changing relationship between ruling elites in the Indian subcontinent and their armed forces, the book shows that divisions within society are mirrored within the military, even within the contemporary professional military. Stephen Peter Rosen explores the proposition that cultural explanations don't sufficiently account for changes in military power, whereas social structure does. He suggests also that the dynamics of civil-military relations in a non-Western setting are not explicable without social-structural insight. He concludes that the comparative study of strategic behavior and military organization has lacked a sound foundation, which the social-structural explanation offered in this book begins to provide.
