The army has always been a factor of prime importance in our national life. It was due to the skill of Washington at Trenton and Yorktown, and the fortitude of his officers and men at Valley Forge and elsewhere during eight long years, that the labors of Samuel and John Adams, Patrick Henry and Thomas Jefferson did not prove fruitless, and that the Declaration of Independence became an immortal document instead of passing into the waste-basket of forgotten revolutionary pronunciamentos. The success of Scott on the Niagara frontier in aid of the wonderful victories of the navy in the second war with Great Britain compelled the British to relinquish their control over our commerce through the right of search and acknowledge our rightful lines of frontier. The territorial expansion on the Gulf and the Pacific would have been impossible if the armies of Scott and Taylor had failed. The Union would have been disrupted and slavery perpetuated, in spite of the eloquence of Webster and Phillips and Sumner and the consummate genius of Lincoln, if Grant and Sherman had not understood the art of war. Book excerpt: Excerpt from The Military and Colonial Policy of the United States: Addresses and Reports The collected addresses and state papers of Elihu Root, of which this is one of several volumes, cover the period of his service as Secretary of War, as Secretary of State, and as Senator of the United States, during which time, to use his own expression, his only client was his country. The many formal and occasional addresses and speeches, which will be found to be of a remarkably wide range, are followed by his state papers, such as the instructions to the American delegates to the Second Hague Peace Conference and other diplomatic notes and documents, prepared by him as Secretary of State in the performance of his duties as an executive officer of the United States. Although the official documents have been kept separate from the other papers, this plan has been slightly modified in the volume devoted to the military and colonial policy of the United States, which includes those portions of his official reports as Secretary of War throwing light upon his public addresses and his general military policy. The addresses and speeches selected for publication are not arranged chronologically, but are classified in such a way that each volume contains addresses and speeches relating to a general subject and a common purpose. Book excerpt: Excerpt from The Military Laws of the United States, 1915 This compilation contains all the permanent laws of the United States directly affecting the War Department, the Regular Army, the Volunteers, and the Militia, including the legislation enacted by the 63d Congress, which adjourned March 4, 1915. As originally prepared and submitted to the Public Printer, it embraced all legislation enacted prior to June 1, 1914, and was set up in that form. The publication was delayed, and it became neces sary to include legislation enacted after that date, during the remainder of the second session and also during the third session of that Congress. This later legislation will be found in the supple ment. The numerical designations of paragraphs in the supplement correspond to those of related paragraphs in the original text, being distinguished for the purpose of citation by a letter added to the paragraph number, thus following the style of previous compilations. It has not been found practicable to include, as in prior editions, all the laws directly affecting the civil administration under the War Department, nor to include certain laws indirectly affecting the administration of the department and the military establishment without expanding the volume to an inconvenient size. Accordingly only such laws of this character as are frequently consulted at the War Department and other military headquarters have been retained and the others have been eliminated, citations to the latter being placed in a table of related statutes. The references in this list will enable any searcher for a statute to pass readily to the section of the Revised Statutes or the volume and page of the, Statutes at Large where the act is to be found.
