Available in PDF, EPUB and Kindle. Book excerpt: This paper uses the option value model of Stock and Wise to analyze the departure patterns of a sample of pilots in the United States Air Force. Pilot compensation and the military pension are described, as are some details of the option value model and two other models: the Annualized Cost of Leaving (ACOL) model, which is used by the Department of Defense, and a variant of a dynamic programming model proposed by Daula and Moffitt. The option value model captures departure behavior much better than the ACOL model, and substantially better than the dynamic programming model. The superiority of the option value model to the dynamic programming formulation raises the possibility that individual decision-making may not always be best modeled by a formulation that is intended to capture 'correct' economic financial calculations. This is consistent with findings by Lumsdaine, Stock and Wise for civilians in a Fortune 500 firm.

Book excerpt: The U.S. Air Force (USAF) needs accurate models to develop retention policies that ensure the force has a sufficient number of experienced officers to meet current and future requirements. The dynamic retention model (DRM) can be used to take into account the effect of the availability of multi-year contracts to certain classes of Air Force officers. Unlike the annualized cost of leaving (ACOL) model long used by researchers working on USAF personnel issues, the DRM takes into account the value an officer may place on future career flexibility in the face of uncertainty, and thus is particularly well suited to examining the effect of bonus programs that have service commitments, such as the Aviator Continuation Pay (ACP) program, which pays an annual bonus to pilots and certain groups of navigators and air battle managers who commit to extend their service for specified numbers of years or to a specified length of service.

It is a fundamental policy tool for attracting and retaining personnel, and its structure-and the incentives implied by its structure-can affect U.S. service members' willingness to join, exert effort, demonstrate their leadership potential, remain in the military, and, eventually, exit the military at an appropriate time. Military compensation is a composite of current pay and allowances, special and incentive pays, health benefits, disability benefits, retirement benefits, and other benefits. Its importance to the readiness and morale of the force is such that it is reviewed every four years to determine whether it is adequate to meet the U.S. military's objectives. To inform the 10th Quadrennial Review of Military Compensation, this monograph presents an in-depth examination of the mix and structure of the U.S. military's current retirement-benefit system and several policy alternatives. The study included the development of a model that was estimated and used to run a series of simulations based on active-duty and reserve personnel data to track the careers and potential decisionmaking of military personnel across the services. The simulation results were then assessed in terms of their cost-effectiveness and ability to meet the services' expectations for accession, retention, and career mobility.
