Can they make their regimes impervious to coups? How to Prevent Coups d'État shows that how leaders organize their coercive institutions has a profound effect on the survival of their regimes. When rulers use presidential guards, militarized police, and militia to counterbalance the regular military, efforts to oust them from power via coups d'état are less likely to succeed. Even as counterbalancing helps to prevent successful interventions, however, the resentment that it generates within the regular military can provoke new coup attempts. And because counterbalancing changes how soldiers and police perceive the costs and benefits of a successful overthrow, it can create incentives for protracted fighting that result in the escalation of a coup into full-blown civil war. Drawing on an original dataset of state security forces in 110 countries over a span of fifty years, as well as case studies of coup attempts in Asia, Africa, Latin America, and the Middle East, De Bruin sheds light on how counterbalancing affects regime survival. Understanding the dynamics of counterbalancing, she shows, can help analysts predict when coups will occur, whether they will succeed, and how violent they are likely to be. The arguments and evidence in this book suggest that while counterbalancing may prevent successful coups, it is a risky strategy to pursue—and one that may weaken regimes in the long term.

While coups drive a majority of regime changes and are responsible for the overthrow of many democratic governments, there has been very little empirical work on the subject. Seizing Power develops a new theory of coup dynamics and outcomes, drawing on 300 hours of interviews with coup participants and an original dataset of 471 coup attempts worldwide from 1950 to 2000. Naunihal Singh delivers a concise and empirical evaluation, arguing that understanding the dynamics of military factions is essential to predicting the success or failure of coups. Singh draws on an aspect of game theory known as a coordination game to explain coup dynamics. He finds a strong correlation between successful coups and the ability of military actors to project control and the inevitability of success. Examining Ghana’s multiple coups and the 1991 coup attempt in the USSR, Singh shows how military actors project an image of impending victory that is often more powerful than the reality on the ground. In addition, Singh also identifies three distinct types of coup dynamics, each with a different probability of success, based on where within the organization each coup originated: coups from top military officers, coups from the middle ranks, and mutinous coups from low-level soldiers.

Despite the approval of your actions by The Referendum, it was still necessary to make several arrests for acts of sedition. One of these traitors, I am sorry to say, is a retired officer and a 1992 graduate of the National War College. The officer, Prisoner 222305759, has been convicted by court-martial and is awaiting execution. In violation of my standing orders, the prisoner was allowed writing materials. Somehow he managed to draft a letter to a fellow alumnus chronicling what he calls the "Origins of the American Military Coup of 2012." By hand-writing the letter he defeated the electroscriber scanners we placed in his cell. Fortunately, our security forces were still able to intercept it. 3. Because of its potential interest to you, a copy of the prisoner's letter is attached. As the document indicates, the prisoner evidently had secreted into the stockade old notes, articles, and newspaper clippings he saved from his War College days. These documents were recovered in a search of the prisoner's cell. For your edification, I have had an intelligence agent analyze them and annotate your copy of the letter with endnotes citing these references where appropriate. 4. The world has changed dramatically in the past half century, but not the essence of the coup d’état. It still requires the secret recruitment of military officers who command the loyalty of units well placed to seize important headquarters and key hubs in the capital city. The support of the armed forces as a whole is needed only in the aftermath, to avoid countercoups. And mass support is largely irrelevant, although passive acceptance is essential. The fourth coup of 1 February 2021 was the latest by the military to control those aspects of society it deemed essential to its own interests, and its perception of state interests. The military’s institutional power was variously maintained by rule by decree, through political parties it founded and controlled, and through constitutional provisions it wrote that could not be amended without its approval. This fourth coup seems a product of personal demands for power between Senior General Min Aung Hlaing and Aung San Suu Kyi, and the especially humiliating defeat of the military-backed party at the hands of the National League for Democracy in the November 2020 elections. The violent and bloody suppression of widespread demonstrations continues, compromise seems unlikely, and the previous diarchic governance will not return. Myanmar’s political and economic future is endangered and suppression will only result in future outbreaks of political frustration.

Nonetheless, the military remains a key force in most Arab states and political leaders must maintain its loyalty if they are to retain office. Regimes have used a range of methods to ensure the military’s backing: In Egypt, President Hosni Mubarak has maintained political control largely through providing the military with private and corporate benefits; selective appointments and institutional checks, are also useful instruments. Tribal relations underpin King Hussein’s political control in Jordan. Transjordanians have not only been the main beneficiaries of political power, but have also occupied the key positions in the armed forces. In Syria, President Hafez al-Assad has built his regime on the Alawi minority, while the vast security apparatus limits the spread of sectarian, class or ideological grievances in the military. President Saddam Hussein has established multiple security agencies in Iraq designed to prevent conspiracies against his regime. Regular rotations and purges ensure that few officers are in place long enough to contemplate, let alone organise, a coup, while the severe punishments meted out to suspected plotters are a further disincentive to rebellion. In this paper, Risa Brooks argues that the need for Arab regimes to maintain political control can undermine the combat potential of their armed forces. Centralising command, creating overlapping commands, politicising selection criteria and authorising involvement in economic activities all potentially compromise military effectiveness. The fact that regimes have successfully managed political–military relations in the past does not mean that they will automatically do so in the future. Changing social or economic conditions could upset the equilibrium in political–military relations. Regime stability cannot therefore be taken for granted Transition to new leadership is a looming issue for the key regimes in Egypt, Syria and Jordan; political–military relations will play a crucial role in how it is resolved. New leaders must gain and maintain social support if they are to consolidate power. The fact that so many Middle Eastern regimes face uncertain transitions raises the sobering prospect of profound instability and change in this strategically vital region. Maintaining political control is a continuous and evolving process. A breakdown in social support for the leadership, failure to detect a conspiracy within the military and economic or political change that threatens military prerogatives could all disrupt political–military relations. Current stability should not give rise to complacency.
