In doing this, the authors have examined both the governing military's relations with its own subordinate elements and the governing military's relationship with the society itself as a whole. The first priority here has been to examine the military consequences of military rule in terms of such things as resource allocation, fostering of professionalism and morale, as well as the provision of adequate military training. Another important aspect of military rule addressed by this study is a determination regarding the effects of military rule on the propensity for a nation to use both external and internal force. The foreign and domestic policies of military juntas are, therefore, addressed. Finally, this study is concluded with an analysis of those instances where the military has returned to power to civilian authorities with some speculation regarding the conditions which are most favorable to such a transition. Section I presents a broad overview of African militaries in general. The basic conclusion of this overview is that, to varying degrees, African militaries are afflicted with a variety of internal divisions and cleavages. These cleavages can be ethnic, tribal, linguistic generational, political and/or ideological. Nigeria, Congo-Brazzaville, Uganda, Liberia and Zaire are studied.

It also provides background information on the causes of some refugee exoduses, for example, from Zaire, Sudan, Burundi, Rwanda and Uganda. There are three parts. The first deals with different theories concerning 'coups d'état' on a general level. The second part is an empirical review concentrating on the justifications given by military leaders immediately after their interventions. The third part analyses the attempts by the military to explain their involvement in politics. The author concludes that military coups rarely take place during periods of social unrest and that the military are very sensitive to civilian intrusion into what they regard as primarily military business.

Book excerpt: The relationship between civil society and the armed forces is an essential part of any polity, democratic or otherwise, because a military force is after all a universal feature of social systems. Despite significant progress moving towards democracy among some African countries in the past decade, all too many African militaries have yet to accept core democratic principles regulating civilian authority over the military. This book explores the theory of civil-military relations and moves on to review the intrusion of the armed forces in African politics by looking first into the organization and role of the army in pre-colonial and colonial eras, before examining contemporary armies and their impact on society. Furthermore it revisits the various explanations of military takeovers in Africa and disentangles the notion of the military as the modernizing force. Whether as a revolutionary force, as a stabilizing force, or as a modernizing force, the military has often been perceived as the only organized and disciplined group with the necessary skills to uplift newly independent nations. The performance of Africa's military governments since independence, however, has soundly disproven this thesis. As such, this study conveys the necessity of new civil-military relations in Africa and calls not just for civilian control of the military but rather a democratic oversight of the security forces in Africa.

There have, however, been struggles carried out in religious terms over constitutional mechanisms for adjudicating conflict. Finally, religion provides a language, a set of values, and institutions through which groups struggle and over which groups contend, both within and between religious communities. It has been necessary for northern leaders to stress Islam in order to maintain northern unity. However, Islam itself has worked to intensify fissures opened up by social and economic change in Nigeria. Islam in Nigeria continues to be contentious in both domestic and foreign policy.

Book excerpt: Few regions have seen more tragedy in the post-Cold War worlds than parts of sub-Saharan Africa, a region remarkable for the number of external military interventions in the 199Os. The United States has conducted a wide variety of military involvements in the region over the past decade. While humanitarian relief and peace operations have generated the most publicity, other more routine military relationships and activities are of far greater long-term significance. Taken as a whole, U.S. policy in Africa tends to be reactive rather than proactive. This severely undermines its ability to protect the nation's regional interests. Unwillingness to attenuate regional problems in the their early stages leads to expensive crisis interventions. More effective use of military involvements would entail greater effort to shape the regional security environment. In order to improve the value of its African military involvements, the United States should, among other things, develop a coherent "National Security Strategy for Africa," create a unified command (or "sub" command) with sole responsibility for the region and develop mechanisms for objectively measuring the value (to U.S. regional interests) of specific nation assistance programs.
