Book excerpt: This thesis analyzed the communications and Automated Data Processing Equipment (ADPE) options available to extend the original configuration of the new European Distribution System's (EDS) Command, Control, Communications, and Intelligence (C3I) subsystem from Europe's Main Operating Base level to the Collocated Operating Base level. The EDS is a space parts distribution system based on three major sub-systems: dedicated aircraft; in-theater warehouses and a automated C3I system. The basic approach taken to conduct this analysis was to first determine acceptable configurations for the extended system. With these in mind, C3 systems that are fielded or soon to be implemented in the European theater were examined for possible integration into EDS. Additionally, emerging and other possible C3 technologies were identified for further analysis. These preceding steps provided a list of C3 alternatives for evaluation under a technique known as the Brown-Gibson approach which rank-orders the options using both subjective and objective (cost) criteria.

Concentration is increasing at a fast pace. Small producers are disappearing and even large ones are opting out of the market. The various national arms industries, long operating in protective environments, are rapidly internationalizing. Three factors combine to bring about this change: East-West detente, the creation of the Single European Market, and the constant pressure of increasingly complex technology. In this book experts describe how the framework for producing arms in Western Europe is altered, and how various actors--firms, governments, and trade unions--are adapting to the new situation.
