The prosperity has enabled the Asia Pacific to take a much more prominent place in the world, and has spurred the rise of China as a great global power. This growth also has the potential to disrupt the equilibrium of the region. We are already seeing signs of this with the increased tensions in the East China Sea and the South China Sea. The combination of increased wealth and rising tensions is leading to an arms build-up in the region. These developments pose a deep dilemma for the nations of the region; how to preserve the basic conditions for continued prosperity. So there is a choice. Nations can continue the arms race, or they can seek new ways to preserve stability while recognising that the balance of power in the region is changing. This article proposes the progressive development of an inclusive security architecture that enables every nation to contribute to the stability of the region. It will not look like NATO; rather it will reflect the dynamics of the Asia Pacific. The achievement of this goal will provide the conditions to limit the growth of arms, and more importantly will preserve the peace and stability upon which billions of people depend for the security of their future.

This could call American security guarantees into question, eventually undermining the United States' place as the dominant Asia-Pacific power. Left unchecked, perceived shifts in the regional military balance away from the US and its allies towards China could also raise the risks of miscalculation and deterrence failure.

The Obama administration has announced a “rebalancing” of the U.S. military posture in the region, in reaction primarily to the startling improvement in Chinese air and naval capabilities over the last decade or so. This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. Since 2006, three joint exercises based at Guam called the "Valiant Shield" have boosted U.S. military readiness in the Asian-Pacific region. The defense buildup on Guam has been moderate. China still has concerns about Guam's buildup, suspecting it to be directed against China. There has been concern that China and North Korea could target Guam with missiles. Still, Guam's role increased in engaging with China's military. This book examines the U.S. defense buildup on Guam with a focus on defense deployments; the costs and challenges in meeting construction timelines; and proposed military treatment facilities on Guam.
