Seeking to avoid the harsh punishments meted out after World War I, military leaders believed they had to rebuild and rehabilitate their former enemies; if they failed they might cause an even deadlier World War III. Although they knew economic recovery would be critical in their effort, none was schooled in economics. Beyond their hopes, they managed to rebuild not only their former enemies but the entire western economy during the early Cold War. Madsen shows how army leaders learned from the people they governed, drawing expertise that they ultimately brought back to the United States during the Eisenhower Administration in 1953. Sovereign Soldiers thus traces the circulation of economic ideas around the globe and back to the United States, with the American military at the helm.

By focusing on the case of the US Thule Air Base in Greenland, the largest military base in the Arctic, the authors endeavor to show that in the relationship between great powers, small countries and local actors within them, it is possible for local actors (sub-national entities) to have an influence on higher-level actors in the field of diplomacy on the national security level. The most effective of these militias can most usefully be understood as hybrid actors, which simultaneously work through, with, and against the state. This joint report from The Century Foundation identifies the factors that make some hybrid actors persistent and successful, as measured by longevity, influence, and ability to project power militarily as well as politically. It finds that three factors correlate most closely with impact: constituent loyalty, resilient state relationships, and coherent ideology. The authors of this report examined cases in Lebanon, Syria, and Iraq, drawing on years of fieldwork, to distinguish hybrid actors, classic nonstate proxies, and aspirants to statehood--all of which merit different analytical and policy treatment. These findings about the limits of rationality have formed the basis of behavioral economics, an approach that has attracted enormous attention in recent years. This collection of essays applies the insights of behavioral economics to the study of nuclear weapons policy. Behavioral economics gives us a more accurate picture of how people think and, as a consequence, of how they make decisions about whether to acquire or use nuclear arms. Such decisions are made in real-world circumstances in which rational calculations about cost and benefit are intertwined with complicated emotions and subject to human limitations. Strategies for pursuing nuclear deterrence and nonproliferation should therefore, argue the contributors, account for these dynamics in a systematic way. The contributors to this collection examine how a behavioral approach might inform our understanding of topics such as deterrence, economic sanctions, the nuclear nonproliferation regime, and U.S. domestic debates about ballistic missile defense. The essays also take note of the limitations of a behavioral approach for dealing with situations in which even a single deviation from the predictions of any model can have dire consequences.

Indonesia's transition to democracy, thus, is critically important at a time when the West's relationship with much of the Muslim world is problematic and the push for greater democracy worldwide is a U.S. priority. A major impediment to democracy in Indonesia and several other nations is a military establishment that is not financially accountable to civilian leaders and thus nearly impossible to control. This new study examines what is necessary to bring the Indonesian military "on-budget"—what policies are required, what Indonesia can learn from other nations (e.g. China, Turkey),—and what a realistic timetable looks like. More than half of what the Indonesian armed forces spend is believed to come from sources other than the national budget. These sources include a vast array of commercial enterprises, non-profit foundations, cooperatives, and rent-seeking activities. Lex Rieffel, who began doing research in Indonesia in 1968 and has extensive experience in economic development and international finance issues, is impressed by the commitment of Indonesia's new government to reduce the role of the armed forces in the economy and make it a fully professional institution. The concise treatment considers not only the requirements but also the ramifications of success—or failure—in this endeavor and can serve to inform similar efforts in other "democratizing" countries, such as Pakistan and Nigeria.
