That sufficient inducements are not held out to the officers of the army to prosecute their military studies, or to expose their persons to the bullets of an enemy, or the darts of the Grim King on an unhealthy shore is, I am aware, the opinion of many. True it may be that he who purchases a commission, becomes the holder of something very nearly akin to a ticket in some grand lottery scheme in which the blanks very greatly predominate; but still the prizes constantly in the wheel of the British grand military lottery, are sufficiently numerous if impartially distributed as they have hitherto been; to reward a very large portion of those officers, who enter the service with the view of remaining in it to the close of life. For is it not a fact that there are upwards of forty governors vOL. I. B of colonies, many of whom are, and all of them may be military officers? Is it not a fact that one hundred and thirty general officers receive from 500 to 1,800 each per annum as colonels of regiments? Is it not a fact that from forty to fifty general officers are in receipt of from 150 to 300 each per annum, as rewards for distinguished services? Is it not a fact that twenty lieutenant-colonels receive 100 each annually in addition to their half-pay? Is it not a fact that, including barrack-masters, there are about 200 officers employed on the Colonial, and from 300 to 400 on the Home-staff, including the recruiting and the barrack departments, and officers employed in paying the pensioners? Is it not a fact that there are 145 paymasters, for whose situations the junior ranks are eligible, and the same number of adjutants, all of whom must be subalterns? Is it not a fact...
