Throughout the program of the Migration Conference you will find various key thematic areas covered in 598 presentations by 767 contributors coming from all around the world, from Australia to Canada, China to Colombia, Brazil to Korea, and South Africa to Norway. We are proud to bring together experts from universities, independent research organisations, governments, NGOs and the media. We are also proud to bring you opportunities to meet with some of the leading scholars in the field. This year invited speakers include Fiona B. Adamson, Markus Kotzur, Philip L. Martin, Karsten Paerregaard, Ferruccio Pastore, Martin Ruhs, Jeffrey H. Cohen, and Carlos Vargas Silva. The Migration Conference 2019 is the 7th conference in the series and co-organised and hosted by the University of Bari “Aldo Moro”, Italy and Transnational Press London. The Migration Conferences were launched at the Regent’s Centre for Transnational Studies in 2012 when the first large scale well attended international peer-reviewed conference with a focus on Turkish migration in Europe in Regent’s Park campus of Regent’s University London. The migration conferences have been attended by thousands of participants coming from all around the world in London (2012), London (2014), Prague (2015), Vienna (2016), Athens (2017), Lisbon (2018), and Bari (2019).

Cohen, Ibrahim Sirkeci offers a selection of papers presented at the Migration Conference 2016 held in Vienna, Austria. The pieces collected here are just a sample of the work that was presented at the 2016 Turkish Migration conference. Our meeting, the 4th symposium on Turkish migration, brought together scholars from around the globe to share their research and debate mobility. As in our earlier symposia, we explored demography, sociology, culture and art as they are related to mobility. New this year was an increasing awareness of the “return” of Turks to Turkey from Germany, the challenges faced by Syrian refugees who have settled in Turkey or are passing through the country on their way to Europe as well as issues facing Kurdish minorities, Roma and other minority groups living in or transiting through Turkey. This collection is challenged by two competing poles. One pole is centered in xenophobic nationalism. Around this pole, migrants and refugees are described as criminals, religious fanatics and “moochers" who challenge the working class and the freedoms that come with life in the West. The second pole laments the insecurity that migrants and refugees face. Around this pole, movers are described as victims who lack so much at home. In this example, migrants and refugees are moving because there are no jobs and few prospects for work; civil liberties are proscribed and banned in the face of state imposed limits and there are no opportunities to strike out on a unique path to the future. Complicating both poles is the 24-hour news cycle that denies us the opportunity to understand and analyze. Instead, we are forced to pick one pole or the other. In either case, the outcome dehumanizes the mover, signals their pathos and emphasizes why they are different.

Book excerpt: Our focus on youth migration aims to unfold the theoretical and political constraints at play for these young migrants as they defy borders and national boundaries on their northbound journey. By placing the emphasis on young persons, this volume seeks to ponder on the challenges their movement is positing to governments and societies of the countries they are crossing by or settling in. Our goal is to go outside the perspectives constructed from a labor, adult-centered, breadwinner and family-head perspective. We recognize that the conditions that force them to flee uncertain economic conditions or to seek personal security may intersect, but by focusing on young migrants as actors in search of a decent and fair life, as well as on the hopes and resilience that every young person has, the point of view diverges. As they may be permanent or transit sojourners in local communities, we also propose to include the spaces, as the social and political communities reacts to this youth mobility. Some of these barriers are related with the rise of an increasingly security-oriented approach towards international migrants. Notwithstanding the forces of globalization, states have maintained their monopoly power over whom to admit and whom to deny within their borders. In other words, they remain the sovereign authority regulating the entry and exit of people. However, in recent years, a number of states have singled out international immigration as the greatest political and social threat to their cultural and national security. The securitization of immigration is founded upon the premise that the international movement of people represents an exceptional risk for the survival of the nation and this is often associated with terrorism, instability and criminality. The securitization of immigration is also based on the idea that the ‘traditional’ authority vested in states to regulate immigration is somehow insufficient and needs to be enhanced. These assumptions correspond with a real policy shift in some countries such as the United States, where the government is planning to spend approximately 23 Billion Dollars on border security and immigration enforcement in 2019 alone." Book excerpt: South Africa and immigration is debated in the entire Southern African region, and in wider debates on global migratory trends. This study engages with some strands of this topic, for example South Africa's international legal obligations to immigrants, and its moral obligations to the Southern African countries given the impact of the apartheid regime on the region. It considers the tremendous pressure exerted on South Africa as a relatively prosperous country in a region beset with the kinds of socio-economic conditions and instabilities likely to generate economic migrancy and refugees; and sets this against the reality of the country's capacity and limitations to absorb more people, given its own economic problems. It further discusses how to distinguish between 'illegal' immigrants and refugees, and advises on the role of the South African state and stances it should adopt to manage these phenomena effectively.
