Who says "gum band" instead of "rubber band"? The answers can be found in the Linguistic Atlas of the Middle and South Atlantic States (LAMSAS), the largest single survey of regional and social differences in spoken American English. It covers the region from New York state to northern Florida and from the coastline to the borders of Ohio and Kentucky. Through interviews with nearly twelve hundred people conducted during the 1930s and 1940s, the LAMSAS mapped regional variations in vocabulary, grammar, and pronunciation at a time when population movements were more limited than they are today, thus providing a unique look at the correspondence of language and settlement patterns. This handbook is an essential guide to the LAMSAS project, laying out its history and describing its scope and methodology. In addition, the handbook reveals biographical information about the informants and social histories of the communities in which they lived, including primary settlement areas of the original colonies. Dialectologists will rely on it for understanding the LAMSAS, and historians will find it valuable for its original historical research. Since much of the LAMSAS questionnaire concerns rural terms, the data collected from the interviews can pinpoint such language differences as those between areas of plantation and small-farm agriculture. For example, LAMSAS reveals that two waves of settlement through the Appalachians created two distinct speech types. Settlers coming into Georgia and other parts of the Upper South through the Shenandoah Valley and on to the western side of the mountain range had a Pennsylvania-influenced dialect, and were typically small farmers. Those who settled the Deep South in the rich lowlands and plateaus tended to be plantation farmers from Virginia and the Carolinas who retained the vocabulary and speech patterns of coastal areas. With these revealing findings, the LAMSAS represents a benchmark study of the English language, and this handbook is an indispensable guide to its riches.

Book excerpt: States have long provided substantial funding for public higher education, but changes in recent years have resulted in a decrease in their contributions. In many cases, states have justified this decrease with equalizing funding across institutions; this notion of being more equal is practiced more than at any other time in at least the previous two decades (Mortenson, 2012). More and more public colleges and universities are finding themselves with less state appropriations despite the steadily growing student demand for higher education since the mid-1970s (Mortenson, 2012). Financial exigency is an unforeseen fiscal situation, the degree to which compels a public college or university with reduced or eliminated stated funding to reevaluate programs, services and organizational structure, in order to reposition the institution to continue its mission within the changing economic environment. According to Land and Thompson (2018), a financial crisis is not unique to institutions of higher education. Any organization can experience a financial crisis; if there are not enough liquid funds to supply the demand of products and services, a financial crisis will occur. However, financial exigency is unique to higher education. Before declaring financial exigency, an institution must understand the process as well as the implications for this classification with state and federal agencies, accrediting bodies, students, faculty, staff, alumni and the surrounding communities. Therefore, if an institution has declared financial exigency there are serious implications for its recovery and survival. As more and more states significantly reduce and in some cases eliminate funding to public higher education, many state public institutions will have to do the unthinkable and declare financial exigency. To help colleges and universities that are contemplating declaring financial exigency, Declaring Financial Exigency In Higher Education: How Do You Recover? describes the experiences and strategies used by institutions that have declared and recovered from financial challenges. This book is in no way the answer to preventing or recovering from financial exigency; it is intended to share the stories, voices, experiences, and strategies used by others who have faced financial challenges. Migdal revisits the approach U.S. officials have adopted toward the Middle East since World War II, which paid scant attention to tectonic shifts in the region. After the war, the United States did not restrict its strategic model to the Middle East. Beginning with Harry S. Truman, American presidents applied a uniform strategy rooted in the country's Cold War experience in Europe to regions across the globe, designed to project America into nearly every corner of the world while limiting costs and overreach. The approach was simple: find a local power that could play Great Britain's role in Europe after the war, sharing the burden of exercising power, and establish a security alliance along the lines of NATO. Yet regional changes following the creation of Israel, the Free Officers Coup in Egypt, the rise of Arab nationalism from 1948 to 1952, and, later, the Iranian Revolution and the Egypt-Israel peace treaty in 1979 complicated this project. Migdal shows how insufficient attention to these key transformations led to a series of missteps and misconceptions in the twentieth century. With the Arab uprisings of 2009 through 2011 prompting another major shift, Migdal sees an opportunity for the United States to deploy a new, more workable strategy, and he concludes with a plan for gaining a stable foothold in the region.

The slogan misleads us regarding class, nation, and race. Talk of middle class salvation reinforces myths holding that the US is a providentially middle class nation. Implicitly white, the middle class becomes viewed as unheard amidst supposed concerns for racial justice and for the poor. Roediger shows how little the US has been a middle class nation. The term seldom appeared in US writing before 1900. Many white Americans were self-employed, but this social experience separated them from the contemporary middle class of today, overwhelmingly employed and surveilled. Today’s highly unequal US hardly qualifies as sustaining the middle class. The idea of the US as a middle class place required nurturing. Those doing that ideological work—from the business press, to pollsters, to intellectuals celebrating the results of free enterprise—gained little traction until the Depression and Cold War expanded the middle class brand. Much later, the book’s sections on liberal strategist Stanley Greenberg detail, “saving the middle class” entered presidential politics. Both parties soon defined the middle class to include over 90% of the population, precluding intelligent attention to the poor and the very rich. Resurrecting radical historical critiques of the middle class, Roediger argues that middle class identities have so long been shaped by debt, anxiety about falling, and having to sell one’s personality at work that misery defines a middle class existence as much as fulfillment.
