Book excerpt: With the increased threat posed by terrorism and the growth of rogue states' the importance of achieving a lasting peace in the Middle East is greater than ever. However, the peace begun in Madrid in 1991 and marked by the historic 1993 Oslo Accord between Israel and the PLO has floundered. This thesis provides a means for understanding the failure of the current peace process by analyzing why Israel and the PLO agreed to the terms of Oslo. While Israel was motivated by the opportunity to solve its security and political dilemmas on acceptable terms, the PLO was motivated primarily by concerns of organizational survival. The Oslo process departs from other successful settlements in two ways. First, Oslo focused on short-term arrangements, without consensus on the nature of the final outcome. An examination of successful settlements shows that the parties agreed to the outlines of a final settlement prior to commencing formal negotiations. Second, the vast imbalance of power between the two parties has made Oslo a hegemonic peace, which itself perpetuates instability in both the weaker and stronger states. Only parties enjoying a relative balance of power have concluded successful peace settlements in the Middle East. Given these structural anomalies, I conclude that the Oslo peace process will not achieve a lasting,peace between Israel and the Palestinians.

From the creation of the state of Israel in 1948, the history of the Palestinians and the Israelis is defined by perpetual conflict with one another. Israelis and Palestinians are entangled with each other and alienated from one another in almost every imaginable way. From 1948 to 1973, Arabs and Israelis engaged in four great wars with heavy casualties on both sides. The United States of America has deployed enormous resources as peace broker in this conflict partly because of its special relationship to Israel and partly because of its economic and strategic interests in the Middle East. Successive American administrations have maintained the tradition of mediation, but the most genuine commitment was made by the Clinton administration, culminating in the signing of the Wye River Memorandum in 1998. This mediation effort notwithstanding, peace between the Israelis and Palestinians is still an imaginary luxury and violence remains the order of the day between the two peoples. The aim of this review paper is to analyze the lack of bold leadership on the part of the United States of America in brokering a lasting peace deal between Isrealis and Palestinians. This paper is divided into three parts and the first part retraces the history of the conflict from the creation of the state of Israel in 1948 to the Yom Kippur war of 1973. The second part examines the main issues of contention in the peace process, beginning with the United States’ lack of neutrality, Israeli Security concerns, the refugee problem, the status quo of Jerusalem, the issue of the occupied territories and the Palestinian quest for self determination. The last part proposes policies to the US State Department that can lead to a meaningful and lasting peace in the Middle East. The paper recommends the US to adopt neutrality as mediator, proceed to the creation of a viable Palestinian state and press for the enforcement of previous agreements that will allow for the safe return of refugees, promote apology and reconciliation between Arabs and Jews and encourage shared responsibility over Jerusalem. Rational choice is used to analyse US policy choices, whereas the theory of Prisoner’s Dilemma Game is used to analyse Israeli-Palestinian choice of partner.

But any close examination of the policies of the Arab regimes would reveal that they have done very little to alleviate the plight of the Palestinians. Since the defeat of the Arab regime in June 1967, an increasing number of Arab scholars and intellectuals have been seriously and independently involved in reassessing the political and social conditions of their societies. This book, first published in 1979, is part of that more general attempt to discover the deep-rooted causes of defeat and the general state of socio-economic underdevelopment of the Arab region. The central theme of the four essays in this study pertains to the fluctuating relationship between the Arab regimes and the Palestinian Resistance Movement. It is within this context that the first essay examines the various factors which shaped the relationship at different intervals. The second then goes on to present a case study of how the contradictions between the Arab regimes and the Resistance Movement operate in a crisis situation and reach the level of an armed confrontation. The third essay examines the prospects for peace and war in the region in the light of the political conditions given before Sadat’s visit to Israel.
