Book excerpt: This open access book provides an alternative theoretical framework of irregular migration that allows to overcome many of the contradictions and theoretical impasses displayed by the majority of approaches in current literature. The analytical framework allows moving from an interpretation biased by methodological nationalism, to a more general systemic interpretation. It explains irregular migration as a structural phenomenon or contemporary society, and why state policies are greatly ineffective in their attempt to control irregular migration. It also explains irregular migration as a diversified phenomenon that relates to the social characteristics of the context, and why states accept irregular migrants. By providing new comparative, empirical, qualitative material which allows to start filling an evident gap in the current research on irregular migration, this book is of interest to graduate students, scholars and policy makers.

Book excerpt: The Fund has taken important steps to enhance its external sector assessments since the launch of the External Balance Assessment (EBA) methodology and the External Sector Report (ESR) in 2012, which provides a multilaterally consistent assessment of the largest economies’ external sector positions and policies. With scope for strengthening external sector assessments of non-EBA countries, the 2014 Triennial Surveillance Review (TSR) called for the application of EBA’s conceptual innovations to a broader set of countries. Following the 2014 TSR, the Managing Director’s Action Plan proposed developing EBA-lite to extend the EBA methodology to a broader group of countries where adequate data is available. In the fall of 2014, the launch of the EBA-lite methodology for current account assessments provided the first extension of EBA approach for non-EBA countries. In summer 2015, the real exchange rate index model and the external sustainability approach were added to the EBA-lite framework. This note serves as a reference for the EBA-lite methodology. It provides: (i) motivations for developing EBA-lite and guidance for its use; (ii) technical explanations of all three EBA-lite approaches; and (iii) suggestions on how to articulate staff assessments of the external sector informed by model results.

The book adds a ‘reflexive’ twist, and espouses the notion of the analyst as not separate from the context under study. After looking at dialogue interpreters, cast away from the carpeted walls of sound-proof booths and deprived of the spotlighted lectern-podium position at high level fora, it has become clear that the interpreter’s invisibility, not to mention their neutrality, is uppermost in the minds of both users and providers in terms of expectations. Among all the participants in any ‘mediated’ communicative situation, it is the interpreter who is exceedingly visible and potentially most influential in shaping and coordinating the ongoing exchanges. The book proposes that a similar view be applied to researchers engaged in interpreting research, especially in empirical investigations. Different forms of ‘interaction’ between researchers and the data in their studies are inevitable. This applies to every stage of their work, ranging from all the pre-analysis activities to the analysis itself, and the post-analysis stage, in which results are disseminated in the research community and, possibly, the target population. Book excerpt: For a philosopher with an abiding interest in the nature of objective knowledge systems in science, what could be more important than trying to think in terms of those very subjects of such knowledge to which men like Galileo, Newton, Max Planck, Einstein and others devoted their entire lifetimes? In certain respects, these systems and their structures may not be beyond the grasp of a linguistic conception of science, and scientific change, which men of science and philosophy have advocated in various forms in recent times. But certainly it is wrong-headed to think that one's conception of science can be based on an identification of its theories with languages in which they may be, my own alternatively, framed. There may be more than one place in book (1983: 87) where they may seem to get confused with each other, quite against my original intentiens. The distinction between the objec tive knowledge systems in science and the dynamic frameworks of the languages of the special individual sciences, in which their growth can be embedded in significant ways, assumes here, therefore, much impor tance. It must be recognized that the problems concerning scientific change, which these systems undergo, are not just problems concerning language change.
