Abstract: Abstract of Dissertation Abstract of dissertation entitled A Study of the Merging of Two Railways in Hong Kong Submitted by LI Kwok Choi David for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2006 Railways play a vital role in serving the transport needs of Hong Kong. Being a high speed off-road mass carrier, railways provide fast, reliable and comfortable service and at the same time, reduce the pressure on the road network. As far as sustainability is concerned, railway can have a better environment protection in comparing with the road transport. Merging of the Mass Transit Railway Corporation Limited (MTRCL) and the Kowloon-Canton Railway Corporation (KCRC) will have potential to generate benefits for the community. The merger and its comprehensive restructuring should enable to improve overall efficiency of two railways, through achieving larger economies of scale in operation, attaining synergy through a better interface and streamlining between two systems. The major objective of this study is to identify what possible benefits will likely to be given from the merging and to examine what drawbacks will be existed at the time of merger. Moreover, the study also attempts to evaluate the future potential growth of railways in Hong Kong through the Government's transport policy. The findings indicated that merging of these two railways could generate benefits to the community, the Government as well as the corporation. However, while we were on the whole in favor of merging the two rail systems, the study also found out those drawbacks which would be encountered during the merger. It revealed that the merger would likely turn the newly merged corporation into a i Abstract of Dissertation colossal monopoly in both markets of railways transport and property development. With its monopoly advantage, they will try to seek every alternative to maximize their profit margin. Although the corporation has pledged to keep up its fare unchanged for twenty-four months, it will be faced with a conflict between shareholder's interest as well as the interest of society. As far as the "prudent commercial principle" is concerned, the merged corporation may need to increase the fare so as to acquire for a higher profit. As fare revenue has been considered as a recurrent income of the corporation. Hence, any precarious elements resulting in the loss of such income may directly affect the profits of corporation. Consequently, Government may have a great difficulty in controlling the fare adjustment of the newly merged corporation in future. Furthermore, merging of these two railways will not only just merge their system, plant and equipment but also merge their individual culture, policy and people. As two corporations are incorporated with different organization culture, hence, their cultures will be inevitably collided with each others. Hence, whether the bureaucratic culture of the KCRC can be relinquished through the merging is still have an unknown answer. This study aims at examining the key issues surrounding the proposed merger; the pros and cons of such an exercise and the factors governing a successful merger. Based on the study findings, some initial observations are drawn on the possible merger of the two railway corporations. To cater for the characteristics of the railway corporations, which are public entities, the study first examined the key elements of a merger of commercial companies. The study then developed a conceptual framework to facilitate an analysis of the elements of a merger of public corporations and their relevance in the case of the two railway corporations in Hong Kong. Limited by the available information and the inherent commercial nature of such a process, the study findings cannot be claimed to be absolutely objective. Furthermore, since the proposed merger will be the first of such a scale to be carried out in Hong Kong, many of the perceived benefits ansmg from the merger can only be assessed after the merger IS actually implemented. Though not a full-scale case review, the study has looked into the possible reasons that are driving the merger. The study has also investigated the likely benefits of the merger, reviewed the characteristics of the railway corporations in the context of Hong Kong's public transport sector, and has culminated the key factors into an analysis of the perceived private/social gains arising from the merger. Abstract: Abstract of dissertation entitled The Bidding for Urban Rail Development Right: A Study of Transport Policy in Hong Kong Submitted by Sze Yiu Cheong for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2003 Historically, the formulation of transport policy in Hong Kong was centralized, technocratic and incremental. Despite some recent changes in the mechanism of policy-making were observed where the transport decision-making process have been made in a more open and transparent manner, and where public participation was possible through consultation and negotiation with interest groups, the public may opine that such public consultation mechanism could be further improved to enhance the effectiveness, where consultations could be carried out earlier instead of the existing practice of consultation at the later stage of transport planning only. As the Shatin to Central Link (SCL) is the first urban rail project that requires bidding between two railway corporations in Hong Kong, people may query that the process is a waste of public funds since the Government is the major shareholder of Mass Transit Railway Corporation Limited (MTRCL) and the sole owner of Kowloon-Canton Railway Corporation (KCRC) and can determine and influence the final decision. Therefore SCL is chosen as a case to study the rationale behind the implementation of this new approach in awarding the urban rail development right by bidding, as well as assessing the effectiveness of public consultation on this issue. Furthermore, there were numerous rumours during the bidding period, thus making it worth exploring whether the bidding process was appropriated and beneficial to the society as a whole. Based on the result of the analysis, the possible reason of introducing the new approach on urban rail development is that the SCL linked up the rural and urban area, but is not a natural extension of any existing railway line. Furthermore, appointment on the development right of SCL to either KCRC or MTRCL will create conflict. Thus bidding is more appropriate. Consultation is perhaps most useful when communities, business and Governments are in the process of choosing between courses of policy action. However, the consultation is deemed insufficient. It should have taken place throughout the bidding process rather than to wait until the awarding of SCL. Hopefully, concerning parties can consider the recommendations and take appropriate improvement measures to better handle the bidding process of development right for the future railway projects.
