Book excerpt: Excerpt from The Merchant Navy, Vol. 1 When the peace was broken on August 4th, 1914, nothing suggested that British merchant seamen would fare worse than their predecessors of the Napoleonic era, and the statement that they would be compelled to face perils in intensity and variety unparalleled in human experience would have been rejected as unbelievable in face of all the efforts made at The Hague to humanise warfare. Events falsified all anticipations. After the comparative failure of the attack on commerce by surface craft -cruisers and auxiliary cruisers - the enemy became convinced that in the submarine he had found the means of cutting the communications of the British Empire, and of shutting off from the European battle-fields the essential supplies without which the troops could not continue to fight. The use of the submarine for commerce destruction involved the infraction of international law as well as the ignoring of the code of humanity, since these small craft, packed with machinery and equipped for war, were unable to accommodate the crews of ships sunk, whether by torpedo, gunfire, or bombs. The German flag had already been banished from the highways of the world. So, in desperation, it was decided, whatever the loss of human life might be, and without respect for considerations of law, however widely recognised, to embark on a policy which, rightly or wrongly, became generally known as piracy. This decision changed the whole aspect of the War so far as merchant seamen were concerned. As the campaign made progress it became apparent that the British merchant seamen were being forced by circumstances, over which neither they nor the British naval authorities had any control, into the forefront of the struggle by sea. The Germans gave way, and early in May Count Bernstorff presented a Note in which his Government promised that henceforth the campaign would be conducted in accordance with the general principles of international law, and that no vessel would be sunk until some provision had been made for the safety of the passengers and crew. These concessions ushered in a new phase of the con flict. The Imperial Chancellor had yielded to the American demands in the teeth of fierce opposition from the officers of the naval and military commands. The thought of loyally supporting the Government in the attitude it had adopted evidently never entered their minds, as the events recorded in this volume attest; and for the rest of the year they strove, by making progressive encroachments upon the pledges given, to restore the submarine campaign to the position which it had lost. They were tolerably successful for at the end of 1916 merchant vessels were being sunk without warning in the Atlantic and North Sea as well as the Mediterranean: in January 1917 the number of lives lost in British merchant ships was 276, and 245 of these died as a result of the submarine campaign. When, a few weeks later, the German Government declared unrestricted submarine war, it was practically announcing an accomplished fact, but the decision proved the final influence which brought the United States into the war. The Navy and the Merchant Service attract more men than they can hold, in spite of the obvious fact that there are better livings to be made ashore at infinitely less discomfort. Every expedi tion that sails to the unknown, whether it be to the Poles or the Great Waters, is inundated with applications for places. It is the Sea, and that is all that matters. We are not the only people in the World to have this sense, but happily we have it developed to a greater extent than anybody else, for without it our Empire, and indeed our existence as a nation, would soon come to an end. The aim of this book is to trace the history of the Sea and of Ships through the ages, particularly the part played by the anglo-saxons. Our maritime history is not a matter of chance or of casual growth it is the logical outcome of circumstances and persistent e ort. We have made our mistakes in plenty and have paid for them heavily enough. Time and again we have turned aside after false gods and have lost sight of the lessons that our fathers have taught us, but each time it has been the Seaman who has saved us. Britain and her cousins must always look to Blue Water for their salvation. It is our heritage, but it is a heritage that must be guarded jealously and studied carefully in all its phases. This can only be done through the history of our fathers, and it is this history that is laid before the reader. Comparatively few except practical seamen can visualise the old ships as they sailed and the old actions as they were fought. For this reason every effort has been made to illustrate the story in all its aspects, and this has been rendered possible only through the kindness and enthusiasm of Mr. A. G. H. Macpherson, who has put the whole of his famous collection of maritime prints at the disposal of the producers of this book. The descendant of some of the pioneers of our Indian Empire, which was one of the first results of Sea Power, he has been an enthusiastic student of all nautical affairs since boyhood, and has succeeded in getting together the finest collection of prints on the subject in the world. No public collection or gallery has achieved a tithe of what he has, and the author and publishers desire to make full acknowledgment of his courtesy in allowing them access to his unique accumulation of pictorial records to illustrate this work. To this he made many subsequent improvements, and acquired additional patents. In 1778, the notorious Thomas Paine pro posed the application of steam in America and in 1807, Robert Fulton, a native of Pennsylvania, started a small steam-boat on the Hudson river. The progress of this vessel through the water scarcely exceeded five miles an hour. Fulton had medi tated on the experiment since 1793 but although he claimed to be the first who applied water-wheels to the purposes of steam navigation, most assuredly he was not the inventor. Yet he has often been so called, as in naming the new world, Amerigo Vespucci has supplanted Columbus to whom the lawful parent. Age belongs. Mr. Millar, of Dalswinton, in Dumfriesshire, a Scotch gentle man of good family and fortune, and with a mind devoted to mechanical inquiry, expended many years, and many thousands.
