The majority of studies on Italian and Japanese expansion refer to the 1930–1940s period (fascist/totalitarian era) when Japan annexed Manchuria (1931) and Italy Ethiopia (1936). The first formative and crucial steps that paved the way for this expansion have been neglected. This analysis covers a range of social, political and economic parameters illuminating the diversity but also the common ground of the nature and aspirations of Japan's and Italy's early colonial systems. The two states alongside the Great Powers of the era expanded in the name of humanism and civilization but in reality in a way typically imperialistic, they sought territorial compensations, financial privileges and prestige. A parallel and deeper understanding of the nineteenth century socio-cultural-psychological parameters, such as tradition, mentality, and religion that shaped and explain the later ideological framework of Rome's and Tōkyō's expansionist disposition, has never been attempted before. This monograph offers a detailed examination of the phenomenon of colonialism by examining the issue from two different angles. The study contributes to the understanding of Italy's and Japan's early imperial expansion. In addition, it traces the origins of these states' similar and common historical evolution in late nineteenth and the first half of the twentieth century.

Inspired by Western museums and expositions, these institutions were introduced by government officials hoping to spur industrialization and self-disciplined public behavior, and to cultivate an "imperial public" loyal to the emperor. Japan's network of museums expanded along with its colonies. By the mid-1930s, the Japanese museum system had established or absorbed institutions in Taiwan, Korea, Sakhalin, and Manchuria. Not surprising, colonial subjects' views of Japanese imperialism differed from those promulgated by the Japanese state. Meanwhile, in Japan, philanthropic and commercial museums were expanding, revising, and even questioning the state-sanctioned aesthetic canon. Public Properties describes how museums in Japan and its empire contributed to the reimagining of state and society during the imperial era, despite vigorous disagreements about what was to be displayed, how, and by whom it was to be seen.

Book excerpt: This biography introduces the young Fukuchi, in the first months after the Meiji Restoration of 1868, as a newspaper editor just beginning to write critically on social and political issues. His outspoken and politically indiscreet editorials soon made him the first journalist in history of Japan to be jailed for his writings. During the early Meiji years, he continued to grope for an ideal and a position, even joining the regime as a brash and innovative official. Only when he was independent of the government bureaucracy, however, did Fukuchi assume a position of pivotal importance. During the peak years of his career from 1874 to 1888, he demonstrated the crucial advantage enjoyed by those Japanese who had gained Western knowledge and, as editor of the Tokyo Nichi Nichi, made his most distinctive contributions to Meiji society and to journalism in Japan. Using a politically awakened press, which he had invigorated with Western techniques of journalism, Fukuchi provided the popular rationale for the course followed by the government and became the period’s leading nonofficial advocate of the “gradualist” approach toward constitutional government. He also founded Japan’s first “gradualist” political party. The Constitutionalist Imperial Party, during his years as an editor. Despite his great influence, Fukuchi left the press world in 1888, disappointed over failures and changing alliances, a vivid illustration of the precarious nature of leadership in a transitional period. Too long allied with the forces of innovation to become a casualty of change, however, he embarked on a new life as a writer of novels, plays, and history, and emerged in the 1890’s as Japan’s foremost playwright. In the life of Fukuchi Gen’ichirō is the story of a history-making figure, a man whose career embodied the response of Meiji Japan to the Western challenge of modernization, and yet a man whose personal life was inescapably subject to the tensions of an era of rapid social and political change. James Huffman’s fine biography is a notable book about an exciting man, a maker and mirror of his times.

Here was a collection of highly diverse, private voices that provided increasing numbers of readers - many millions by the end of the period - with both its fresh picture of the world and a changing sense of its own place in that world. Creating a Public is the first comprehensive history of Japan's early newspaper press to appear in English in more than half a century. Drawing on decades of research in newspaper articles and editorials, journalists' memoirs and essays, government documents and press analyses, it tells the story of Japan's newspaper press from its elitist beginnings just before the fall of the Tokugawa regime through its years as a shaper of a new political system in the 1880s to its emergence as a nationalistic, often sensational, medium early in the twentieth century. More than an institutional study, this work not only traces the evolution of the press' leading papers, their changing approaches to circulation, news, and advertising, and the personalities of their leading editors; it also examines the interplay between Japan's elite institutions and its rising urban working classes from a wholly new perspective - that of the press. What emerges is the transformation of Japan's commoners (minshu) from uninformed, disconnected subjects to active citizens in the national political process - a modern public. Conversely, minshu begin to play a decisive role in making Japan's newspapers livelier, more sensational, and more influential. As Huffman states in his Introduction: "The newspapers turned the people into citizens; the people turned the papers into mass media." In addition to providing new perspectives on Meiji society and political life, Creating a Public addresses themes important to the study of mass media around the world: the conflict between social responsibility and commercialization, the role of the press in spurring national development, the interplay between readers' tastes and editors' principles, the impact of sensationalism on national social and political life. With unification as a nation state under Bismarck in 1871, Germany experienced the advent of mass politics, based on the principle of one man, one vote. The dynamic, diverse political culture that emerged challenged the adaptability of the 'interlocking directorate of the Right.' To serve as a bulwark of the authoritarian state, the Right needed to exploit traditional sources of power while mobilizing new political recruits, but until Emperor Wilhelm II's abdication in 1918 these aims could not easily be reconciled. In The German Right, 1860-1920, James Retallack examines how the authoritarian imagination inspired the Right and how political pragmatism constrained it. He explores the Right's regional and ideological diversity, and refuses to privilege the 1890s as the tipping point when the traditional politics of notables gave way to mass politics. Retallack also challenges the assumption that, if Imperial Germany was modern, it could not also have been authoritarian. Written with clear, persuasive prose, this wide-ranging analysis draws together threads of reasoning from German and Anglo-American scholars over the past 30 years and points the way for future research into unexplored areas.
