Moving from the macro comparative analysis of long-term socio-demographic trends to the study of specific welfare programs, the chapters included in this book employ a variety of methods and approaches to review the specificities of the Mediterranean Welfare model. All chapters aim to analyze the role that the recent transformations experienced by Southern European societies (ageing, increasing women labour market participation, decreasing expectations for care within the family, immigration) have had over this model. The basic characteristics of this regime type are supposed to be strongly grounded in the values shared by these societies (familistic tendencies, clientelism, lack of generalized trust), but the modernization which these countries experienced in recent years have contributed, with a different speed and to a different degree, to a significant transformation in their axiological foundations. The impact of the current fiscal and economic crisis on the Mediterranean Welfare regimes may be contributing to the growing de-legitimatisation of political systems of these countries, something particularly important in a region that established democratic regimes only (relatively) recently. Output growth has turned negative or stagnated in several countries, the impact on labour markets has led to rising unemployment rates and public debt and deficits have soared. In the aftermath of the crisis countries were confronted with a deteriorating social context, which is due to the severity of the economic downturn, the worsening job situation and the increased unemployment. This has resulted in a heightened need for social protection while at the same time making it more difficult to finance. The crisis has highlighted the role of social protection as a social buffer and an economic stabilizer that cushions the impact of recessions. Social benefits have been an essential element of national crisis response in the countries of the European Union. Social security programmes not only act as an important component of the crisis „exit strategy“, helping to revitalize the economy but they also protect the most vulnerable part of society. One of the lessons that can be learned from the crisis is that countries and their inhabitants are differently exposed to economic shocks due to the variations in the design of social security that they are covered with. This consideration is essential to analysis because, as Őzdemir et al (2010) point out, the origins of the crisis can be spotted in the financial sector, where income levels tend to be relatively high. Nevertheless, there is piecemeal evidence that the most vulnerable in society have to struggle most with the negative consequences of the crisis. This work examines the capacity of specific types of welfare states, classified mainly according to Esping-Andersen’s concept, to absorb macro-economic shocks – in particular with reference to the most vulnerable parts of society. Which social policy challenges arise in Sweden, Austria and Spain and which differences in the economic and socio-political impacts of the crisis can be identified? The question regarding the ability of a system to handle external disturbances gains importance, as one of the main claims after the outbreak of the financial crisis is to improve our political, economical and societal systems to become more resistant or resilient.

The underlying assumption in this volume is that despite the diversity of welfare states bordering the Mediterranean Sea, some interesting commonalities are shared by these nations. Indeed, in his contribution to this volume Gal has described these nations as belonging to an extended family of welfare states that share some common characteristics and outcomes, one of which is the role of the family. By bringing together case analyses of the welfare states in the Mediterranean which focus on children, gender, and families, we maintain that it is possible to shed light on aspects of social policy that do not necessarily emerge in most discussions of these issues in the literature. The rationale inherent in a volume that focuses on a group of welfare states is of course embedded in the welfare regime typology notion that has dominated much of the comparative social policy literature over the last two decades. The publication of Esping Andersen’s seminal work, The Three Worlds of Welfare Capitalism in 1990 (and his related 1999 book), which distinguished between three welfare regimes, became a landmark for comparative work of social policies in various countries. Esping-Andersen regarded his typology as a useful tool for comparison between welfare states because it allowed “for greater analytical parsimony and help[s] us to see the forest rather than myriad trees” (1999, p. 73).

As the book explains, the central idea of the growth model approach is that the widespread breakdown of the old labor institutions, such as the existence of strong unions, centralized wage bargaining and the participation of the workforce in corporate governance, has led to a fall in the wage share and a rise in inequality in most advanced economies. Thus, the two main contemporary growth models are usually characterized as debt-led and export-led. In both models, the same processes that cumulatively drive growth, such as over-consumption, also simultaneously undermine the foundations on which this expansion takes hold. The book examines the extent to which these processes hold true for Mediterranean economics and explores the key factors of their economies including productive capacity, growth of aggregate demand components, wage-led or profit-led regimes, personal income distribution, the foreign sector, the financial sector, labor relations, the labor market and welfare states. Although a rapid process of modernization occurred, the Spanish welfare state was seen, until fairly recently, as relatively underdeveloped. However, given the progressive Europeanization and expansion of Spanish social policy, questions arise as to whether the Spanish welfare system should still be considered as peripheral to West European welfare states. This volume is divided into three sections. The first section deals with broad trends in the evolution of the Spanish welfare state. To begin with, the consolidation path of social protection policies is explored. Attention is also paid to the process of Europeanization. Furthermore, the analysis explores advances in gender equality policies.
