Book Security sector reform in transforming societies

Download or read book Security sector reform in transforming societies written by Timothy Edmunds and published by Manchester University Press. This book was released on 2018-07-30 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is about the relationship between societies and their security forces at times of great political and societal change. It uses the experiences of Croatia, Serbia and Montenegro to examine the control, management and reform of armed forces, police and intelligence agencies in the aftermath of conflict and authoritarianism. The book assesses the theory and practice of security sector reform programmes in the context of Europe and the Western Balkans, the relationship between security sector reform and normative international policy more generally, and the broader dynamics of post-conflict and post-authoritarian transformation. In so doing it addresses two underlying questions. First, how and in what ways does reform in the security sector interrelate with processes of domestic political and societal transformation, particularly democratisation. Second, how and in what ways do these processes relate and respond to internationally-driven efforts to promote a particular type of security sector reform as a component of wider peacebuilding and democracy promotion strategies.

Book Media Constrained by Context

Download or read book Media Constrained by Context written by Kristina Irion and published by Central European University Press. This book was released on 2018-10-20 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: This books draws a comparative balance of twenty years' international media assistance in the five countries of the Western Balkans. The central question was what happens to imported models when they are transposed onto the newly evolving media systems of transitional societies. Albania, Bosnia-Herzegovina, Kosovo, Macedonia and Serbia undertook a range of media reforms to conform with accession requirements of the European Union and the standards of the Council of Europe, among others. The essays explore the nexus between the democratic transformation of the media and international media assistance. The cross-national analysis concludes that the effects of international assistance are highly constrained by the local context. From today's vantage point it becomes obvious, that scaling media assistance does not necessarily improve outcomes. The experiences in the region suggest that imported solutions have not been very cognitive in all aspects of local conditions but international strategies tent to be rather schematic and lacked strategic approaches to promote media policy stability, credible media reform and implementation. The book offers valuable insights into the nature and effects of media assistance and the strategies deployed by international aid agencies, local political forces, media professionals, civil society organizations and other actors.

This book was released on 2023 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Framed by complexity-thinking, this book uses the prism of security sector reform (SSR) to trace the co-evolution of the Western Balkans as part of the EU/Europe security community and the European Union (EU) as a security actor. It aims to analyse the suitability and adaptability of EU security governance to a VUCA world, i.e. a world of increasing vulnerability, uncertainty, complexity, and ambiguity--the world of transformative change. It takes a detailed view on the transformation of regional and state security in the Western Balkans and the EU's role in the process between 1991, the year that marked the flare-up of violence and large-scale conflict, and 2013, when the first state of the region joined the EU.

Book The Politics of Security Sector Reform

Download or read book The Politics of Security Sector Reform written by Magnus Ekengren and published by Routledge. This book was released on 2016-02-24 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: Security Sector Reform (SSR) is increasingly becoming a cornerstone in international security and development cooperation. Indeed, the concept has often been seen as a panacea for many of the biggest threats to the world such as failed states, terrorism and poverty. In particular, this book focuses on the complexities of implementation of SSR across the globe and the actual and potential role for the European Union (EU) to play in SSR. As suggested in the title of the book, this involves not only opportunities, but challenges to be overcome as well. There are three core themes to this book: Policy, Policies and Practice. By presenting the themes in this particular order a greater appreciation of the influences on the process of SSR, from conception to implementation is relayed to the reader. This volume appeals to audiences interested in the EU as a global actor and the interrelationships between foreign, security, defence and development policies.

Book Security Community Practices in the Western Balkans

Download or read book Security Community Practices in the Western Balkans written by Sonja Stojanović Gajić and published by Taylor & Francis. This book was released on 2018-07-04 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the early 1990s, the Western Balkans were the scene of prolonged and bloody inter-ethnic wars. Numerous issues remain unresolved; Bosnia is a dysfunctional state; Kosovo a disputed territory; Macedonia a fragile republic, however, it is hard now to imagine the renewal of inter-state armed conflict. Investigating the causes and mechanisms driving peaceful transformation in the Balkans, this book examines developments in the region and contributes to discussions on security community building. Focusing on how different professional communities work together in the creation of regional peace and security, it sheds new light on how diplomats, policemen, soldiers and others brought about the transformation from conflict to peace through their everyday practices. Conducted collaboratively by a research community based within the region, this volume will be highly relevant to scholars and researchers studying the Balkans, regional security, security communities and policymakers.

Book Reform and Reconstruction of the Security Sector

Download or read book Reform and Reconstruction of the Security Sector written by Alan Bryden and published by LIT Verlag Münster. This book was released on 2004 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Security sector reform (SSR) is widely recognised as key to conflict prevention, peace-building, sustainable development and democratisation. SSR has gained most practical relevance in the context of post-conflict reconstruction of so-called failed states' and states emerging from violent internal or inter-state conflict. As this volume shows, almost all states need to reform their security sectors to a greater or lesser extent, according to the specific security, political and socio-economic contexts, as well as in response to the new security challenges resulting from globalisation and post-9/11 developments. Contributions from academics and practitioners elaborate on both the conceptual underpinnings and the practical realities of security sector reform and - a crucial aspect of post-conflict peace-building - security sector reconstruction. "

Book Small States and International Security

Download or read book Small States and International Security written by Clive Archer and published by Routledge. This book was released on 2014-03-14 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explains what ‘small’ states are and explores their current security challenges, in general terms and through specific examples. It reflects the shift from traditional security definitions emphasizing defence and armaments, to new security concerns such as economic, societal and environmental security where institutional cooperation looms larger. These complex issues, linked with traditional power relations and new types of actors, need to be tackled with due regard to democracy and good governance. Key policy challenges for small states are examined and applied in the regional case studies. The book deals mainly with the current experience and recent past of such states but also offers insights for their future policies. Although many of the states covered are European, the study also includes African, Caribbean and Asian small states. Their particular interest and relevance is outlined, as is the connection between their security challenges and their smallness. Policy lessons for other states are then sought. The book is the first in-depth, multi-continent study of security as an aspect of small state governance today. It is novel in placing the security dilemmas of small states in the context of wider ideas on international and institutional change, and in dealing with non-European states and regions.

Book The Western Balkans in the World

Download or read book The Western Balkans in the World written by Florian Bieber and published by Routledge. This book was released on 2019-06-26 with total page 265 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a detailed understanding of how different types of engagements impact upon the reform and EU integration of the Western Balkan region. It examines the influence of Russia, China, Turkey and the UAE in the region and analyses the range of existing links. Contributors offer an academic and multifaceted perspective of the role of external and non-Western actors in the region that goes beyond, on the one hand, the tendency of some Western decision makers to perceive all engagement by third powers as a sinister threat and, on the other, the view of regional governments of all external involvement as a boon coming at a time of Western neglect and reduced foreign investments. By looking at the importance of Russia, Turkey, China and the UAE in the Western Balkans, the book sheds light on one key arena of global competition, offers new insights on the strengths and weaknesses of Euro–Atlantic integration and advances our knowledge of foreign policy and its economic, social and security dimensions for small and medium-sized countries. It will be of interest to academics, postgraduate and research students, and think-tankers with research interest in IR and Southeast European Studies. European decision makers will also gain an insight into the extent of non-Western influence in the region.
