Book excerpt: According to most accounts the past decade has brought with it tremendous gains in reducing poverty among the elderly, i.e., those persons aged 65 or older. Although official poverty rate for children continues to be near the 20 percent level, the official poverty rate among the elderly fell to 10.5 percent in 1998. This rate is the lowest rate on record - less than half of the 1970 rate of 22.6 percent, and less than a third of the 33.1 percent rate found in 1959 (U.S. Census Bureau (1999), Table B-2). Health status and life expectancy among the elderly have increased over the past 40 years (Wolfe and Smeeding (1999)). Although pockets of poverty remain, for example, among older women living alone, and poverty rates of elderly in the United States exceed those in many other rich countries (Smeeding (1999a)), the overall picture is one of great progress. A continuation of these trends could imply that poverty among the elderly (as officially measured) might not be a major concern for policymakers as they consider Social Security reform. The official U.S. poverty rates for the elderly, however, have been severely criticized during the past few years because of the way poverty is measured and because of the implications for Social Security. These measurement issues might create different conclusions about the level and trend in elderly poverty.

Book excerpt: Poverty counts are counts of individuals in poverty but are calculated from household or family data on income or expenditure. The transition from one to the other requires assumptions about intrahousehold allocation, about differences in needs across different people, and about the extent of economies of scale. The number of elderly in poverty, or the number of children in poverty, is sensitive to these assumptions and to differences in living arrangements across age groups. We explore the sensitivity of poverty counts to variations in assumptions about child costs and economies of scale using data from the United States and from six large Indian states. Because living arrangements of the elderly are so different in the United States and India, the use of the latter forces us to think about household structure and poverty in the United States. We argue that the official poverty counts in the United States are compromised by unrealistically high costs of children and by unrealistically high economies of scale. We provide a discussion of how economies of scale and child costs can be estimated from the data, using identifying assumptions that label private goods and adult goods, and we make calculations based on the 1990 Consumer Expenditure Survey. We obtain plausible estimates of child costs, together with a number of interesting but hard-to-explain anomalies when we try to estimate economies of scale.

Book excerpt: Official estimates of elderly poverty do not take into account either the medical needs of the elderly, which can be quite extensive, or the assets at their disposal, which may also be extensive. The new Supplemental Poverty Measure (SPM) explicitly takes into account medical needs but has been criticized for not concomitantly taking into account asset portfolios. In this paper we consider both jointly, using an approach adapted from a recent National Academy of Sciences report recommending methods for measuring poverty and medical risk while taking account of assets. We use longitudinal data from the Health and Retirement Study (HRS). The paper found that: Confirming previously published research, the elderly have considerably higher poverty rates under the SPM than under the official measure, and this disparity is driven by the SPM's treatment of medical out-of-pocket expenditures. SPM poverty rates are considerably lower than actual SPM rates when an annuitized portion of liquid assets is incorporated into the measure of resources. When both liquid and near-liquid assets are considered, trends and levels of SPM poverty rates are extremely close to official poverty rates. SPM poverty rates would be even lower than official rates if all assets, including reverse mortgages on homes, were considered, though this might be considered a less “reasonable” approach by some observers. Incorporating assets has differing effects on pre-existing disparities in poverty rates: it exacerbates inequalities by race and marital status but reduces inequalities by age and has little effect on inequalities by gender. The policy implications of the findings are: Government agencies should consider examining the role of assets when assessing the trends and levels of poverty rates among older Americans. Promoting savings and asset ownership among younger Americans is likely to pay substantial dividends with respect to the economic well-being of older Americans in the future.

Book excerpt: In the United States, poverty is generally assessed on the basis of income, as reported in the Current Population Survey's (CPS's) Annual Social and Economic Supplement (ASEC), using an official poverty standard established in the 1960s. The prevalence of receipt of means-tested transfers is under reported in the CPS, with uncertain consequences for the measurement of poverty rates by both the official standard and by using alternative “relative” measures linked to the contemporaneous income distribution. The article reports results estimating the prevalence of poverty in 2002. We complete this effort by using a version of the 2003 CPS/ASEC for which a substantial majority (76 percent) of respondents have individual records matching administrative data from the Social Security Administration on earnings and receipt of income from the Old-Age, Survivors, and Disability Insurance and Supplemental Security Income (SSI) programs. Adjustment of the CPS income data with administrative data substantially improves coverage of SSI receipt. The consequence for general poverty is sensitive to the merge procedures employed, but under both sets of merge procedures considered, the estimated poverty rate among all elderly persons and among elderly SSI recipients is substantially less than rates estimated using the unadjusted CPS. The effect of the administrative adjustment is less significant for perception of relative poverty than for absolute poverty. We emphasize the effect of these adjustments on perception of poverty among the elderly in general and elderly SSI recipients in particular.

To gauge whether a person is poor, European states often focus on a person's relative position in the income distribution to measure poverty while the United States looks at a fixed-income threshold that represents a lower relative standing in the overall distribution to gauge. In Europe, low income is perceived as only one aspect of being socially excluded, so that examining other relative dimensions of family and individual welfare is important. This broad emphasis on relative measures of well-being that extend into non-pecuniary aspects of people's lives does not always imply that more people would ultimately be counted as poor. This is particularly true if one must be considered poor in multiple dimensions to be considered poor, in sharp contrast to the American emphasis on income as the sole dimension. With contributions from the world's foremost authorities on income and social measurement, the book provides detailed discussions of specific issues from a European perspective followed by commentary from American observers. The volume considers (1) current standards of poverty measurement in the European Union and the Organization for Economic Co-operation and Development, (2) challenges in extending those measures to account for the value of the provision of in-kind and cash benefits from the government, (3) the interaction of poverty measures with social assistance, (4) non-income but monetary measures of poverty, and (5) multi-dimensional measures of poverty. The result is a definitive reference for poverty researchers and policymakers seeking to disengage politics from measurement.

Demographically the most important continent on the world, Asia's population, currently estimated to be 4.2 billion, is expected to increase to about 5.9 billion by 2050. Rapid declines in fertility, together with rising life expectancy, are altering the age structure of the population so that in 2050, for the first time in history, there will be roughly as many people in Asia over the age of 65 as under the age of 15. It is against this backdrop that the Division of Behavioral and Social Research at the U.S. National Institute on Aging (NIA) asked the National Research Council (NRC), through the Committee on Population, to undertake a project on advancing behavioral and social research on aging in Asia. Aging in Asia: Findings from New and Emerging Data Initiatives is a peer-reviewed collection of papers from China, India, Indonesia, Japan, and Thailand that were presented at two conferences organized in conjunction with the Chinese Academy of Sciences, Indian National Science Academy, Indonesian Academy of Sciences, and Science Council of Japan; the first conference was hosted by the Chinese Academy of Social Sciences in Beijing, and the second conference was hosted by the Indian National Science Academy in New Delhi.
