Book excerpt: Two and a half years after the devastation of Hurricanes Katrina and Rita, New Orleans and south Louisiana continue to struggle in an unsettled gumbo of environmental, social, and rebuilding chaos. Citizens await the fruition of four successive recovery and reconstruction planning processes and the realization of essential infrastructure repairs. Repopulation in Orleans Parish has slowed considerably; the parish remains at best two-thirds of its former size; thousands of former residents who wish to return face barriers of many kinds. Heroic efforts at rebuilding have occurred through the efforts of individual neighborhood associations and voluntary associations who have attempted to address serious losses in affordable housing and health care services. Walking to New Orleans traces how a dominant but paradoxical model of the relation between the human and natural worlds in Western culture has informed many environmental and engineering dilemmas and has contributed to the history of social inequities and injustice that anteceded the disasters of the hurricanes and subsequent flooding. It proposes a model for collaborative recovery that links principles of ethics and engineering, in which citizens become active, ongoing participants in the process of the reconstruction and redesign of their unique locus of habitation. Equally important, it gives voice to the citizens and associations who are desperately working to rebuild their homes and lives both in urban New Orleans and in the villages of coastal Louisiana.

Book excerpt: Hurricane Katrina devastated New Orleans in 2005, but in the subsequent ten years, the city has demonstrated both remarkable resilience and frustrating stagnation. In Reforming New Orleans, Peter F. Burns and Matthew O. Thomas chart the city's recovery and assess how successfully officials at the local, state, and federal levels transformed the Big Easy in the wake of disaster. Focusing on reforms in four key sectors of urban governance—economic development, education, housing, and law enforcement—both before and after Katrina, they find lessons for cities hit by sudden shocks, such as natural disasters or large-scale financial crises.One of their key insights is that post-disaster recovery tends to limit local control. State and federal officials, national foundations, and local actors excluded by pre-Katrina politics used their resources and authority to displace entrenched local interests and implement a public agenda focused on institutional and governmental change. Burns and Thomas also make clear reform in New Orleans was already underway before Katrina hit, but that it had focused largely on upper- and middle-class residents, a trend that accelerated after the storm. The market-centered nature of the reforms have ensured that they largely benefited city and regional elites while not significantly aiding the city's working-class and impoverished populations. Thus reform has come at a cost and that cost, in the long term, could undermine the political gains of the post-Katrina era.

Interdependencies among urban populations mean that damage to the built environment, including water, sewer and energy infrastructure, can affect millions. Even if there is no change in the rate of occurrence of natural disasters (an unlikely prospect in the face of ongoing climate change) the potential for human and economic loss will continue to increase, along with the time required to recover. How do cities prepare for and recover from natural disasters? In this book, the authors provide a broad overview of the issues related to the impacts of disasters on cities around the world, from assessing risks to accounting for damages. The comparative approach across different types of disasters in a range of urban locations is useful in identifying opportunities for policy transfer. While there is no ’one size fits all’ solution to hazard mitigation, valuable lessons can be learned from the experiences of others. The chapters emphasize different modes for assessing hazard risk, as well as strategies for increasing the resiliency of vulnerable populations.
