Book General Explanation of Tax Legislation Enacted in

Download or read book General Explanation of Tax Legislation Enacted in written by and published by Government Printing Office. This book was released on 2005 with total page 652 pages. Available in PDF, EPUB and Kindle. Book excerpt: JCS-5-05. Joint Committee Print. Provides an explanation of tax legislation enacted in the 108th Congress. Arranged in chronological order by the date each piece of legislation was signed into law. This document, prepared by the staff of the Joint Committee on Taxation in consultation with the staffs of the House Committee on Ways and Means and the Senate Committee on Finance, provides an explanation of tax legislation enacted in the 108th Congress. The explanation follows the chronological order of the tax legislation as signed into law. For each provision, the document includes a description of present law, explanation of the provision, and effective date. Present law describes the law in effect immediately prior to enactment. It does not reflect changes to the law made by the provision or subsequent to the enactment of the provision. For many provisions, the reasons for change are also included. In some instances, provisions included in legislation enacted in the 108th Congress were not reported out of committee before enactment. For example, in some cases, the provisions enacted were included in bills that went directly to the House and Senate floors. As a result, the legislative history of such provisions does not include the reasons for change normally included in a committee report. In the case of such provisions, no reasons for change are included with the explanation of the provision in this document. In some cases, there is no legislative history for enacted provisions. For such provisions, this document includes a description of present law, explanation of the provision, and effective date, as prepared by the staff of the Joint Committee on Taxation. In some cases, contemporaneous technical explanations of certain bills were prepared and published by the staff of the Joint Committee. In those cases, this document follows the technical explanations. Section references are to the Internal Revenue Code unless otherwise indicated.

Book The Politics of Income Inequality in the United States

Download or read book The Politics of Income Inequality in the United States written by Nathan J. Kelly and published by Cambridge University Press. This book was released on 2009-03-30 with total page 203 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book revolves around one central question: do political dynamics have a systematic and predictable influence on distributional outcomes in the United States? The answer is a resounding yes. Utilizing data from mass income surveys, elite surveys and aggregate time series, as well as theoretical insights from both American and comparative politics, Kelly shows that income inequality is a fundamental part of the US macro political system. Shifts in public opinion, party control of government and the ideological direction of policy all have important consequences for distributional outcomes. Specifically, shifts to the left produce reductions in inequality through two mechanisms - explicit redistribution and market conditioning. Whereas many previous studies focus only on the distributional impact of redistribution, this book shows that such a narrow strategy is misguided. In fact, market mechanisms matter far more than traditional redistribution in translating macro political shifts into distributional outcomes.

Book War and Taxes

Download or read book War and Taxes written by Steven A. Bank and published by The Urban Insitute. This book was released on 2008 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: Introduction: This book explores the long history of American taxation during times of war. As political scientist David Mayhew recently observed, since it's founding in 1789, the United States has conducted hot wars for some 38 years, occupied the South militarily for a decade, waged the Cold War for several decades, and staged countless smaller actions against Indian tribes or foreign powers. The cost of these activities has been immense, with important and lasting consequences for the tax system, the economy, and the nation's political structure. By focusing on tax legislation, we hope to identify some of these consequences. But we are not interested in simply recounting statutory details. Rather, we hope to illuminate the politics of war taxation, with a special focus on the influence of arguments concerning "shaped sacrifice" in shaping wartime tax policy. Moreover, we aim to shed light on a less examined aspect of this history by offering a detailed account of wartime opposition to increased taxes.

Book Guide to U S Economic Policy

Download or read book Guide to U S Economic Policy written by Robert E. Wright and published by CQ Press. This book was released on 2014-06-30 with total page 529 pages. Available in PDF, EPUB and Kindle. Book excerpt: Guide to U.S. Economic Policy shows students and researchers how issues and actions are translated into public policies for resolving economic problems (like the Great Recession) or managing economic conflict (like the left-right ideological split over the role of government regulation in markets). Taking an interdisciplinary approach, the guide highlights decision-making cycles requiring the cooperation of government, business, and an informed citizenry to achieve a comprehensive approach to a successful, growth-oriented economic policy. Through 30 topical, operational, and relational essays, the book addresses the development of U.S. economic policies from the colonial period to today; the federal agencies and public and private organizations that influence and administer economic policies; the challenges of balancing economic development with environmental and social goals; and the role of the U.S. in international organizations such as the IMF and WTO. Key Features: 30 essays by experts in the field investigate the fundamental economic, political, social, and process initiatives that drive policy decisions affecting the nation’s economic stability and success. Essential themes traced throughout the chapters include scarcity, wealth creation, theories of economic growth and macroeconomic management, controlling inflation and unemployment, poverty, the role of government agencies and regulations to police markets, Congress vs. the president, investment policies, economic indicators, the balance of trade, and the immediate and long-term costs associated with economic policy alternatives. A glossary of key economic terms and events, a summary of bureaus and agencies charged with economic policy decisions, a master bibliography, and a thorough index appear at the back of the book. This must-have reference for students and researchers is suitable for academic, public, high school, government, and professional libraries.

Book Effective Federal Tax Rates Under Current Law 2001 To 2004

Download or read book Effective Federal Tax Rates Under Current Law 2001 To 2004 written by Ed Harris and published by DIANE Publishing. This book was released on 2008 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: Examines how effective federal tax rates will change over the coming decade under current law -- that is, if the provisions of tax laws enacted in 2001, 2002, & 2003 phase in, phase out, & ¿sunset¿ as scheduled. Under current law & the assumption that incomes grow at a constant rate, the overall effective federal tax rate drops from 21.5% in 2001 to 19.6% in 2004. It then rises irregularly over the subsequent decade as tax provisions phase in & out. The increases in the effective tax rate between 2005 & 2010 & between 2011 & 2014 occur primarily because rising real incomes move taxpayers into higher tax brackets & the alternative minimum tax affects more taxpayers over time. Charts & tables.
