Despite the shadows casting by its history, Turkey has developed relations with the Kurdish government to the level of a strategic partnership within the last decade, following the 2003 invasion of Iraq. The book identifies and analyses the factors that determine Turkey’s foreign policy towards the KRG by providing a historical account of Turkey’s approach towards a Kurdish polity, illuminating the extent of the shift in Turkey’s foreign policy by looking at some dislocatory moves, and identifying and analyzing regional and global motives behind the Turkey–KRG rapprochement that led Turkey to abandon its traditional policy temporally towards the Kurdish Region of Iraq within the period this work is focused on. The book brings the global dimension to the discussion and suggests that developments at the global level play a significant role in shaping the regional and internal contexts in which the partnership between Turkey and the KRG was established. And in conclusion it argues that Turkish foreign policy towards the KRG shifted between 2007 and 2013 due to the intersection of regional and global fault lines and competition between global power blocks, the United States, Russia and China over energy resources and strategic trade and transit energy routes.

The book goes through the most decisive happenings around the break-down of the Ottoman empire and the disposition over its left-behind by the European Great Powers. From the beginning of the 20th century the discovery of vast deposits of oil influenced the West's (now gradually including the United States) interest in the Middle-East. Provoking several conflicts up to now. The book intends to treat the most decisive events. The establishment in 1917 of a "national home" for the Jews in Palestine meant a further strengthening of the clash of interests toward the Muslim countries. Especially the strong commitment of the United States to Israel has led to tensions between the West and the neighbouring Arabian countries. Without delving into the most decesive years of 1948 and 1967 the book analysis, besides the development around the Balfour-Declaration, other less debated events of importance to the relations. Finally, the cultural confrontation, strengthened by the rise of the Western involvement in the region, provoked strong tensions between the two cultures, a situation that had its roots back in the American Protestant activities from the most part of the 19th century and onwards. Despite scholarly opinion to the contrary the challenges posed by collective security and the prohibition of the use of force have not made neutrality obsolete. The validity of the law of neutrality is reaffirmed in State practice, mainly in the form of national military manuals, and the case-law of international tribunals. The legal framework of neutrality remains unchanged with respect to most rules. At the same time, it has been adapted to the evolution of the law of the sea as a result of the 1982 UN Law of the Sea Convention, the globalization of trade and the use of cyberspace in armed conflict. This has been achieved mainly through soft law documents and national military manuals. Neutrality, however, remains inapplicable in non-international armed conflict.
