Two years of experience on orders for foreign governments have taught our American manufacturers that the making of materials of modem warfare is a new art. In England, a little over two years ago there were not more than three government arsenals. Today more than four thousand of England's leading industrial plants are being operated as government factories for the production of war materials, and many other thousands of factories still under private control are concentrating their energies in the same direction. The teaching of the munition-making art to these thousands of manufacturers and to millions of industrial workers, both men and women, has called for a work in industrial organization and education such as the world has never before seen. In France, in Germany, in Italy, in Japan, and even in Russia, this same education and organization of the industrial forces is going forward. Our observations of the European war have taught us that it is upon organized industry that we must base any and every plan of military defence, and that in the event of trouble with any one of the several first-class powers, between eighty and ninety percent, of our industrial activity would, of necessity, be centered upon the making of supplies for the government. Book excerpt: Excerpt from The Armies of Industry: Our Nation's Manufacture of Munitions for a World in Arms, 1917-1918 Therefore we find the actual period of hostilities - the period between April 6, 1917, and November 11, 1918 - devoted to building the foundations of a munitions industry that should be big enough to accomplish this overwhelming result. We might have made a better Showing with our finished war mate rials, we might have aimed at a quick victory - and we might have failed. We did not take this course. America demanded the insurance that existed in the complete utilization of all her resources; and in the progress of welding those resources into a single vast war machine, such munitions of the more difficult sort as were actually produced may almost be regarded as casual to the main enterprise - mere harbingers of the quantities to come. The decision to prepare heavily for 1919 and 1920 and thus sacrifice in 1917 and 1918 the munitions which could have been produced at the cost of a less adequate fundamental prep aration, was based on sound strategical reasoning on the part of the Allies and ourselves. Looking back at the past, we find that on April 6, 1917, the United States scarcely realized the gravity of what she was undertaking to do. There was a general impression, reaching even into Government, that the Allies alone were competent to defeat the Central Powers in time, and that America's part would be largely one of moral support, with expanding preparation in the background as insurance against any unforeseen disasters. In conformity with this attitude we sent the first division of American troops to France, in the spring of 1917, to be Our earnest to the gov ernments and peoples of the Allies that we were with them in the great struggle. Not until after the departure Of the various foreign missions which came to this country during that Spring did America fully awake to the seriousness of the situation. Book excerpt: Excerpt from Directory of the Chemical Industries in Canada as of Date January 1, 1919 At the request of the Honorary Advisory Council for Scientific and Industrial Research, the Dominion Bureau of Statistics recently undertook a special survey of Canadian Chemical Industries, as a section of the annual Industrial Census. The purpose of the survey was twofold: (1) to provide a directory of Canadian Chemical Industries and their products for the use of the trade; and (2) to assemble data regarding the raw materials used, the products and by-products manufactured, imports and exports, and other information calculated to indicate not only the importance of the industry and the progress which it has made during the war, but also possible new and profitable trade openings in industrial chemical lines. The present report represents the first section of the above, namely, the Directory of Canadian Chemical Industries. In the term chemical industries is included: (1) all concerns engaged in the production of chemicals, either as main products or as by-products, and (2) concerns in which any of the processes used are essentially dependent on the agency of chemical change. The directory is in two divisions: (1) an alphabetical list of the various concerns, the head office address of each, and the location of branches where such exist, together with a detailed list of their products, including in the latter chemicals and products resulting from chemical processes; (2) a list alphabetically arranged of the chemical products manufactured in Canada showing the names of the various firms engaged in their manufacture. The carrying out of the survey has been under the direction of Mr. S. J. Cook, B.A., A.I.C., of the Food and Drugs Laboratory of the Department of Trade and Commerce, as Chemist in Charge. The thanks of the Bureau are hereby tendered to the Laboratory and also to Mr. Alfred Burton, Honorary Secretary of the Society of Chemical Industry in Canada, for valuable assistance and data. It is requested that any inaccuracies or omissions in the directory be brought to the attention of the Bureau at the earliest possible moment. As the need for publication was pressing, it has been decided to issue the directory forthwith, though verification on all points had not yet been possible.
