Book excerpt: In the first book to focus on African American attitudes toward Japan and China, Marc Gallicchio examines the rise and fall of black internationalism in the first half of the twentieth century. This daring new approach to world politics failed in its effort to seek solidarity with the two Asian countries, but it succeeded in rallying black Americans in the struggle for civil rights. Black internationalism emphasized the role of race or color in world politics and linked the domestic struggle of African Americans with the freedom struggle of emerging nations "of color," such as India and much of Africa. In the early twentieth century, black internationalists, including W. E. B. Du Bois and Marcus Garvey, embraced Japan as a potential champion of the darker races, despite Japan's imperialism in China. After Pearl Harbor, black internationalists reversed their position and identified Nationalist China as an ally in the war against racism. In the end, black internationalism was unsuccessful as an interpretation of international affairs. The failed quest for alliances with Japan and China, Gallicchio argues, foreshadowed the difficulty black Americans would encounter in seeking redress for American racism in the international arena.

Focusing on the domestic impact of Japan's activities in Northeast China between 1931 and 1945, Young considers "metropolitan effects" of empire building: how people at home imagined and experienced the empire they called Manchukuo. Contrary to the conventional assumption that a few army officers and bureaucrats were responsible for Japan's overseas expansion, Young finds that a variety of organizations helped to mobilize popular support for Manchukuo—the mass media, the academy, chambers of commerce, women's organizations, youth groups, and agricultural cooperatives—leading to broad-based support among diverse groups of Japanese. As the empire was being built in China, Young shows, an imagined Manchukuo was emerging at home, constructed of visions of a defensive lifeline, a developing economy, and a settler's paradise.

When Right Makes Might proposes that the ways in which a rising power legitimizes its expansionist aims significantly shapes great power responses. Stacie E. Goddard theorizes that when faced with a new challenger, great powers will attempt to divine the challenger’s intentions: does it pose a revolutionary threat to the system or can it be incorporated into the existing international order? Goddard departs from conventional theories of international relations by arguing that great powers come to understand a contender’s intentions not only through objective capabilities or costly signals but by observing how a rising power justifies its behavior to its audience. To understand the dynamics of rising powers, then, we must take seriously the role of legitimacy in international relations. A rising power’s ability to expand depends as much on its claims to right as it does on its growing might. As a result, When Right Makes Might poses significant questions for academics and policymakers alike. Underpinning her argument on the oft-ignored significance of public self-presentation, Goddard suggests that academics (and others) should recognize talk’s critical role in the formation of grand strategy. Unlike rationalist and realist theories that suggest rhetoric is mere window-dressing for power, When Right Makes Might argues that rhetoric fundamentally shapes the contours of grand strategy. Legitimacy is not marginal to international relations; it is essential to the practice of power politics, and rhetoric is central to that practice.

After the fall of the Manchu dynasty in 1912, Xianyu's father gave his daughter to a Japanese friend who was sympathetic to his efforts to reclaim power. This man raised Xianyu, now known as Kawashima Yoshiko, to restore the Manchus to their former glory. Her fearsome dedication to this cause ultimately got her killed. She shocked Japanese society by dressing in men's clothes and rose to prominence as Commander Jin, touted in Japan's media as a new Joan of Arc. Boasting a short, handsome haircut and a genuine military uniform, Commander Jin was credited with many daring exploits, among them riding horseback as leader of her own army during the Japanese occupation of China. While trying to promote the Manchus, Yoshiko supported the puppet Manchu state established by the Japanese in 1932-one reason she was executed for treason after Japan's 1945 defeat. The truth of Yoshiko's life is still a source of contention between China and Japan: some believe she was exploited by powerful men, others claim she relished her role as political provocateur. China holds her responsible for unspeakable crimes, while Japan has forgiven her transgressions. This biography presents the richest and most accurate portrait to date of the controversial princess spy, recognizing her truly novel role in conflicts that transformed East Asia.
