It describes in detail procedures developed and implemented for the management and analysis of information on international event streams. The report is composed of four main sections: The collection, codification, and management of large amounts of information; Automated procedures to monitor information in computer files which are able to identify the grosser features in complex event flows; The analysis and projection of event patterns utilizing time series analysis and exponential smoothing techniques; Computer simulation of selected event flow structures and processes. This 'processor' and its demonstration serve two purposes: one, technical utilization for the efficient handling information and two, a more normative consideration of the need for the modernization of foreign policy approaches according to elementary principles of communication and control.
