The Confederate officer had not come on board on official business; he was a paroled prisoner of war. The brigadier general was his older brother, who had learned of the younger man’s capture three weeks earlier at Confederate Fort Semmes, on the Texas coast, and had arranged to have him brought from New Orleans to Vicksburg to be given medical care at the Federal garrison. The American Civil War has rightly been called a war of brothers; Henry, Jasper, and William Maltby were three such brothers. The scene recounted above was between Jasper and William, who had not seen each other in several years since Jasper had left their birth home in Ohio, but who met frequently over the months following their reunion, their familial bond overriding their political allegiances. The three brothers’ lives cover the critical years of Civil War and Reconstruction, a time when Jasper devotedly served the Union cause, while Henry and William became outspoken secessionists, operating Confederate newspapers in Corpus Christi, Matamoros, and Brownsville, eventually as a thorn in the side of Reconstruction officials. Despite their own Southern sympathies, the two Confederates cherished their Yankee brother, whose bravery at Fort Donelson and Vicksburg took a heavy toll on his health and eventually cost him his life. Both Rebels named a son in honor of their hero brother. Combining detailed research in William Maltby’s personal papers with contemporary accounts, military and court records, and the editorials of the two who became newspapermen, veteran scholar and educator Norman Delaney has created a vibrant story of how war can affect a family and a community.

Barrier to the Bays opens with the natural formation and development of the barrier isles and the arrival of Native Americans, Spanish castaways, French explorers, and Catholic missionaries. European settlements on the mainland eventually led to rich commercial development of the area and its bounty as ranching, fishing, and transportation took hold. By the early twentieth century, the people of the Coastal Bend began wrestling with a new drive to create deep-water harbors along the coastline in the face of the ever-present hurricane threat. In addition to the stories of familiar historical figures, Barrier to the Bays stresses the importance of technology in the settlement and development of the region. “Nothing could have been achieved among the barriers and bays of the Coastal Bend without the right tools.” O’Rear underscores the importance of properly designed sailing vessels and the centrality of navigation technology as an integral part of the barrier isle story.

Book excerpt: Riding the rough and sometimes bloody peaks and canyons of border politics, Santos Benavides’s rise to prominence was largely the result of the careful mentoring of his well-known uncle, Basilio Benavides, who served several terms as alcalde of Laredo, Texas, and Chief Justice of Webb County. When the Civil War erupted in 1861, Basilio was one of only two Tejanos in the state legislature. During Santos’s lifetime, five flags flew over the small community he called home—that of the Republic of Mexico, the ill-fated Republic of the Rio Grande, the Republic of Texas, an expansionist United States, and in March 1861, the rebellious Confederate States of America. It was under the Confederacy in the disputed Texas-Mexico borderlands that Santos Benavides reached the pinnacle of his military career as the highest-ranking Tejano in the entire Confederate army. In the decades that followed the Civil War, he became an esteemed political leader, highly respected on both sides of the border. This is the first scholarly study of this important historical figure. At the pinnacle of his political career in 1879, Benavides held the distinction of being the only Tejano in the Texas legislature. Through strife, sweat, blood, and heroism in defense of the border, Benavides rose to economic and political heights few could dream of. As a friend and confidant of two Mexican presidents, he was one of the single most influential individuals in the nineteenth-century history of the border. His life was one of enduring perseverance as well as binational leadership and skilled diplomacy. He was without doubt the single most important individual in the long and often violent history of Laredo. The niche he carved in the tumultuous transnational history of the Texas-Mexico borderlands seems secure.
