Neelakanda Ayer forecast that the fate of Indians in Malaya would be to become “Tragic orphans – of whom India has forgotten and Malaya looks down upon with contempt”. Ayer’s words continue to resonate; as a minority group in a nation dominated politically by colonially derived narratives of “race” and ethnicity and riven by the imperatives of religion, the general trajectory of the economically and politically impotent Indian community has been one of increasing irrelevance. This book explores the history of the modern Indian presence in Malaysia, and traces the vital role played by the Indian community in the construction of contemporary Malaysia. In this comprehensive new study, Carl Vadivella Belle offers fresh insights on the Indian experience spanning the period from the colonial recruitment of Indian labour to the post-Merdeka political, economic and social marginalization of Indians. Unlike America's affirmative action, Malaysia's version is far more aggressive and pervasive and has been remarkably successful in creating a sizable and stable Bumiputra (indigenous group) middle class. The price tag is significant: distortion of freemarket dynamics and consequent inefficiency. Perversely, the policy impairs rather than strengthens Bumiputras' ability to compete. In contrast to quotas and other set-aside programs that are the hallmark of the current policy, the writer presents an alternative strategy aimed primarily at enhancing Bumiputra competitiveness. The proposed approach would not negatively impact the economy nor interfere with the freemarket. Equally important, it would not arouse resentment from other Malaysians. The first objective would be to modernize the nation's archaic educational system to emphasize English, mathematics, the sciences, and technical training. Secondly, the influences of religious and royal institutions must be curtailed, and the rates of urbanization and population growth reduced. The primary objective is in enhancing competitiveness, not on meeting arbitrarily picked numerical goals and targets.

It examines the Indian community in Malaysia, a quiet minority which consists of the former Indian Tamil plantation labour community and the urban Indian middle-class. The first part of the book explores the role played by British colonial laws and policies during the British colonial period in Malaya, from the 1890s to 1956, in the construction of an Indian "race" in Malaya, the racialization of labour laws and policies and labour-based mobilisation culminated in the 1940s. The second part investigates the mobilisation trends of the Indian community from 1957 (at the onset of Independent Malaya) to 2018. It shows a gradual shift in the Indian community from a "quiet minority" into a mass mobilising collective or social movement, known as the Hindu Rights Action Force (HINDRAF), in 2007. The author shows that activist lawyers and Indian mobilisers played a crucial part in organizing a civil disobedience strategy of framing grievances as political rights and using the law as a site of contention in order to claim legal rights through strategic litigation. While Malaysia has aspired to provide a common or uniform system of schooling for the different ethnic groups since Independence, such an aspiration was however compromised by the co-existence of alternative pathways of education that are divided along ethnic lines. There are four dimensions underpinning these ethnic divisions, namely linguistic, preferential, religious and class.
