Challenging conventional theories of democratisation the book shows how the political upsurge of 'the lower orders' is situated within a wider process of the vernacularisation of democratic politics, referring to the ways in which values and practices of democracy become embedded in particular cultural and social practices, and in the process become entrenched in the consciousness of ordinary people. During the 1990s, Indian democracy witnessed an upsurge in the political participation of lower castes/communities and the emergence of political leaders from humble social backgrounds who present themselves as promoters of social justice for underprivileged communities. Drawing on a large body of archival and ethnographic material the author shows how the analysis of local idioms of caste, kinship, kingship, popular religion, ‘the past’ and politics (‘the vernacular’) inform popular perceptions of the political world and of how the democratic process shapes in turn ‘the vernacular’. This line of enquiry provides a novel framework to understand the unique experience of Indian democracy as well as democratic politics and its meaning in other contemporary post-colonial states. In a radical breakaway from colonial and postcolonial policies that were based on centralized and revenue-orientated control of forests, the government of India announced the Joint Forest Management (JFM) policy resolution in 1990. JFM promised important managerial concessions, including share in cash profit from the timber harvest to forest citizens, in exchange for management of state-owned forests. The government also asked the Forest Departments to invite village councils and NGOs to take part in the joint forest management schemes. Over a decade since its inception this volume examines the JFM, highlighting how state bureaucracy, local institutions and NGOs attempt to achieve the multiple goals of meeting subsistence needs, rural equity, sustainable forestry practices, and forest cover conservation. Investigating four institutions - village-based forest protection groups, the Forest Department, village councils, and NGOs - across the States of Jharkhand and West Bengal, the book focuses on forest citizens and how they interact with other JFM institutions. In doing so, it challenges notions of assumed virtues of moral economy and romanticized views of gender and indigenous knowledge and practices. The monograph also raises issues of social capital (local history, politics and leadership), common property resource (CPR) management and incentives for participation. While pointing out various inconsistencies that exist in the participatory forest framework, the book also shows the potential of JFM and suggests future directions forest management should take in India and elsewhere.

In Development in Multiple Dimensions, Alexander Lee examines the origins of success and failure in the public services of developing countries. Comparing states within India, this study examines how elites either control, or are shut out of, policy decisions and how the interests of these elites influence public policy. He shows that social inequalities are not single but multiple, creating groups of competing elites with divergent policy interests. Since the power of these elites varies, states do not necessarily focus on the same priorities: some focus on infrastructure, others on social services, and still others on both or neither. The author develops his ideas through quantitative comparisons and case studies focusing on four northern Indian states: Gujarat, West Bengal, Bihar, and Himachal Pradesh, each of which represents different types of political economy and has a different set of powerful caste groups. The evidence indicates that regional variation in India is a consequence of social differences, and the impact of these differences on carefully considered distributional strategies, rather than differences in ideology, geography, or institutions.

Governance and Development in India compares two Indian subnational states, Andhra Pradesh and Bihar. The book does not consider the state as an aggregate entity; rather, it disaggregates the state relationally and spatially. Concentrating on the micro-institutional variables and the role of regional elites, the author investigates the political roots of the divergence of development trajectories among India’s subnational states since liberalization, as an essential aspect of the political economy of development in India.
