This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where ‘hard’ security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany’s often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it. This book adds to ongoing theoretical debates in International Political Sociology and Critical Security Studies and will be required reading for all scholars working in these areas.

Zana Gulmohamad explains how the federal government of Iraq and Kurdistan Regional Government (KRG) have functioned and worked together since toppling Saddam to reveal in granular detail the complexity of their foreign policy making. The book shows that the ruling elites and political factions in Baghdad and in the capital of the Kurdistan Region, Erbil, create foreign policies according to their agendas. The formulation and implementation of the two governments' foreign policies is to a great extent uncoordinated. Yet Zana Gulmohamad places this incoherent model of foreign policy making in the context of the country's fragmented political and social context and explains how Iraq's neighbouring countries - Iran, Turkey, Saudi Arabia and Syria before the civil war - have each influenced its internal affairs. The book is the first study dedicated to the contemporary dynamics of the Iraqi state - outside the usual focus on the “great powers” - and it explains exactly how Iraqi foreign policy is managed alongside the country's economic and security interests.

Steve Yetiv, however, advocates an approach that applies five familiar models: rational actor, cognitive, domestic politics, groupthink, and bureaucratic politics. Drawing on the widest set of primary sources and interviews with key actors to date, he applies each of these models to the 1990-91 Persian Gulf crisis and to the U.S. decision to go to war with Iraq in 2003. Probing the strengths and shortcomings of each model in explaining how and why the United States decided to proceed with the Persian Gulf War, he shows that all models (with the exception of the government politics model) contribute in some way to our understanding of the event. No one model provides the best explanation, but when all five are used, a fuller and more complete understanding emerges. In the case of the Gulf War, Yetiv demonstrates the limits of models that presume rational decision-making as well as the crucial importance of using various perspectives. Drawing partly on the Gulf War case, he also develops innovative theories about when groupthink can actually produce a positive outcome and about the conditions under which government politics will likely be avoided. He shows that the best explanations for government behavior ultimately integrate empirical insights yielded from both international and domestic theory, which scholars have often seen as analytically separate. With its use of the Persian Gulf crisis as a teachable case study and coverage of the more recent Iraq war, Explaining Foreign Policy will be of interest to students and scholars of foreign policy, international relations, and related fields.

This text aims to fill a gap in the field of Middle Eastern political studies by combining international relations theory with concrete case studies. It begins with an overview of the rules and features of the Middle East regional system—the arena in which the local states, including Egypt, Turkey, Iran, Israel and the Arab states of Syria, Jordan and Iraq, operate. The book goes on to analyse foreign-policy-making in key states, illustrating how systemic determinants constrain this policy-making, and how these constraints are dealt with in distinctive ways depending on the particular domestic features of the individual states. Finally, it goes on to look at the outcomes of state policies by examining several major conflicts including the Arab-Israeli conflict and the Gulf War, and the system of regional alignment. The study assesses the impact of international penetration in the region, including the historic reasons behind the formation of the regional state system. It also analyses the continued role of external great powers, such as the United States and the former Soviet Union, and explains the process by which the region has become incorporated into the global capitalist market.

It did not take long for Bush′s War Cabinet to announce that the war in Afghanistan is only the beginning of a wider range of activities, which soon may be extended to countries like the Philippines, Sudan, Yemen, Somalia, Iran, Iraq and North Korea. In his State of the Union Address on January 29, 2002, President Bush depicted the latter three states as an "Axis of Evil". Meanwhile this expression has entered public debate as a household term. America′s increased war rhetoric and it′s blunt ambitions to oust Saddam Hussein and finally settle Bushs ́ unfinished family business raised open criticism not only in the Islamic world but also among NATO allies. Many conceive this term as inopportune, misleading, ideologically biased and even insulting. Despite widespread resentment, the United States is currently assessing its opportunities to stage a full-scale war against Iraq within the next months and is campaigning for diplomatic and if possible military support in the Middle East, Europe, Russia and China. British Prime Minister Tony Blair has already declared his support for American war plans. The strong stance of the White House was recently underlined by statements of Vice President Cheney and Minister of Defence Rumsfeld who announced that the United States is able and willing to rely on its own strength and act unilaterally if an international alliance against Saddam Hussein cannot be materialized. Against this background, it is likely that we soon will witness full media coverage of a new Gulf War and CNN footage of American soldiers operating in the Persian Gulf. It would be naive and inept to expect that the ousting of Saddam Hussein′s regime is an easy and bloodless task and could automatically bring long-term stability to the region. Although, most TV channels and newspapers will provide us anew with a version of a modern high-tech war absent of bloodshed and human suffering.

Pillar that intelligence reforms, especially measures enacted since 9/11, can be deeply misguided. They often miss the sources that underwrite failed policy and misperceive our ability to read outside influences. They also misconceive the intelligence-policy relationship and promote changes that weaken intelligence-gathering operations. In this book, Pillar confronts the intelligence myths Americans have come to rely on to explain national tragedies, including the belief that intelligence drives major national security decisions and can be fixed to avoid future failures. Pillar believes these assumptions waste critical resources and create harmful policies, diverting attention away from smarter reform, and they keep Americans from recognizing the limits of obtainable knowledge. Pillar revisits U.S. foreign policy during the Cold War and highlights the small role intelligence played in those decisions, and he demonstrates the negligible effect that America's most notorious intelligence failures had on U.S. policy and interests. He then reviews in detail the events of 9/11 and the 2003 invasion of Iraq, condemning the 9/11 commission and the George W. Bush administration for their portrayals of the role of intelligence. Pillar offers an original approach to better informing U.S. policy, which involves insulating intelligence management from politicization and reducing the politically appointed layer in the executive branch to combat slanted perceptions of foreign threats. Pillar concludes with principles for adapting foreign policy to inevitable uncertainties.

But what exactly is a rogue state? Does the concept foster a sound approach to foreign policy, or is it, in the end, no more than a counterproductive political epithet? Robert Litwak traces the origins and development of rogue state policy and then assesses its efficacy through detailed case studies of Iraq, Iran, and North Korea. He shows that the policy is politically selective, inhibits the ability of U.S. policymakers to adapt to changed conditions, and has been rejected by the United States' major allies. Litwak concludes that by lumping and demonizing a disparate group of countries, the rogue state approach obscures understanding and distorts policymaking. In place of a generic and constricting strategy, he argues for the development of "differentiated" strategies of containment, tailored to the particular circumstances within individual states.
