The documents also contain detailed discussions of how the state should control wealth, self-interest, profit, hoarding, and the market. In translating these primary sources, Helen Dunstan invites fellow specialists in Chinese studies, including Qing historians, to watch Qing officials and others thinking through problems of political economy and developing arguments to persuade colleagues or superiors. By emphasizing their rhetorical nature and genre conventions, Dunstan offers a reminder that it is improper to use the “information” in such texts without attention to the author’s purpose, and without grasping the rhetorical structure of the text as a whole. As a model for close reading, Conflicting Counsels aims to induce greater sensitivity to the nature of Qing records. The second purpose of Conflicting Counsels is to help dispel the notion that economic liberalism is necessarily a Western, “modern” phenomenon. Many of the texts translated record areas of tension and controversy in eighteenth-century approaches to a central project of Confucian paternalist administration, “nourishing the people” (yangmin). Although Dunstan attempts to present both sides fairly, some materials included present the opinion that, in certain vital matters, it was better for the state to stand aside, and leave society’s own economic institutions, trade in particular, to handle things. While not a majority, the texts that build some kind of market mechanism argument should be of greatest interest to Qing historians.

In substantive content, they explore two major themes from different historical and theoretical points of departure. First, the author argues that the party/state under Mao fell far short of the full control over China's peasant society that outside observers often assumed it had achieved. She shows, instead, how the Maoist state frequently pursued policies that in fact had the ironic effect of strengthening the resistance of rural communities against the central political apparatus. Second, she contends that once the true limitations on the Maoist state's power in rural areas are rightly understood, it becomes clear that one effect of the post-Mao economic and political reforms may be to enhance rather than to diminish the state's authority in the countryside — despite all the reformists' rhetoric to the contrary. These essays on "how to think about the Chinese state" are designed to stimulate debate about assumptions and methods in the field of Chinese political analysis. The controversies they raise, however, make them highly relevant to scholars outside Chinese studies who are interested in theories of the state, in the interrelations of state and society, and in the fate of the peasantry under socialism.

Book excerpt: The Qing dynasty office purchase system (juanna), which allowed individuals to pay for appointments in the government, was regarded in traditional Chinese historiography as an inherently corrupt and anti-meritocratic practice. It enabled participants to become civil and military officials while avoiding the competitive government-run examination systems. Lawrence Zhang’s groundbreaking study of a broad selection of new archival and other printed evidence—including a list of over 10,900 purchasers of offices from 1798 and narratives of purchase—contradicts this widely held assessment and investigates how observers and critics of the system, past and present, have informed this questionable negative view. The author argues that, rather than seeing office purchase as a last resort for those who failed to obtain official appointments via other means, it was a preferred method for wealthy and well-connected individuals to leverage their social capital to the fullest extent. Office purchase was thus not only a useful device that raised funds for the state, but also a political tool that, through literal investments in their positions and their potential to secure status and power, tied the interests of official elites ever more closely to those of the state.

It argues that Southeast Asia, Europe, Japan, China, and South Asia all embodied idiosyncratic versions of a Eurasian-wide pattern whereby local isolates cohered to form ever larger, more stable, more complex political and cultural systems. With accelerating force, climatic, commercial, and military stimuli joined to produce patterns of linear-cum-cyclic construction that became remarkably synchronized even between regions that had no contact with one another. Yet this study also distinguishes between two zones of integration, one where indigenous groups remained in control and a second where agency gravitated to external conquest elites. Here, then, is a fundamentally original view of Eurasia during a 1,000-year period that speaks to both historians of individual regions and those interested in global trends.

Book excerpt: As analysis of the revenue available to Qing garrisons in Xinjiang reveals, imperial control over the region in the eighteenth and nineteenth centuries depended upon sizeable yearly subsidies from China. In an effort to satisfy criticism of their expansion into Xinjiang and make the territory pay for itself, the Qing court permitted local authorities great latitude in fiscal matters and encouraged the presence of Han and Chinese Muslim merchants. At the same time, the court recognized the potential for unrest posed by Chinese mercantile penetration of this Muslim, Turkic-speaking area. They consequently attempted, through administrative and legal means, to defend the native Uyghur population against economic depredation. This ethnic policy reflected a conception of the realm that was not Sinocentric, but rather placed the Uyghur on a par with Han Chinese. Both this ethnic policy and Xinjiang’s place in the realm shifted following a series of invasions from western Turkestan starting in the 1820’s. Because of the economic importance of Chinese merchants and the efficacy of merchant militia in Xinjiang, the Qing court revised its policies in their favor, for the first time allowing permanent Han settlement in the area. At the same time, the court began to advocate provincehood and the Sinicization of Xinjiang as a resolution to the perennial security problem. These shifts, the author argues, marked the beginning of a reconception of China to include Inner Asian lands and peoples—a notion that would, by the twentieth century, become a deeply held tenet of Chinese nationalism.

Book excerpt: During the Qing dynasty (1644–1911), the province emerged as an important element in the management of the expanding Chinese empire, with governors -- those in charge of these increasingly influential administrative units -- playing key roles. R. Kent Guy’s comprehensive study of this shift concentrates on the governorship system during the reigns of the Shunzhi, Kangxi, Yongzheng, and Qianlong emperors, who ruled China from 1644 to 1796. In the preceding Ming dynasty (1368–1644), the responsibilities of provincial officials were ill-defined and often shifting; Qing governors, in contrast, were influential members of a formal administrative hierarchy and enjoyed the support of the central government, including access to resources. These increasingly powerful officials extended the court’s influence into even the most distant territories of the Qing empire. Both masters of the routine processes of administration and troubleshooters for the central government, Qing governors were economic and political administrators who played crucial roles in the management of a larger and more complex empire than the Chinese had ever known. Administrative concerns varied from region to region: Henan was dominated by the great Yellow River, which flowed through the province; the Shandong governor dealt with the exchange of goods, ideas, and officials along the Grand Canal; in Zhili, relations between civilians and bannermen in the strategically significant coastal plain were key; and in northwestern Shanxi, governors dealt with border issues. Qing Governors and Their Provinces uses the records of governors’ appointments and the laws and practices that shaped them to reconstruct the development of the office of provincial governor and to examine the histories of governors’ appointments in each province. Interwoven throughout is colorful detail drawn from the governors’ biographies.
