Upon publication, Home Secretary Jack Straw promised that the Macpherson Inquiry would lead to real change in the policing of minority ethnic communities in Britain. Several senior police officers made similar pledges and insisted that the benchmark against which their commitment should be judged should be the extent to which progress was made 'on the ground'. In the aftermath of the report a host of initiatives have addressed issues ranging from police liaison with victims, first aid training, to stop and search procedures and police complaints. As well as exploring the many ways in which the Lawrence Report has impacted on the police service and on society more widely this collection assesses the extent to which, in retrospect, the Macpherson Inquiry has led to significant changes to policing, and highlights areas where future efforts ought to be concentrated.

This book seeks to analyse the context and background to these changes, to assess the impact of the Lawrence Inquiry and the MacPherson Report, and to trace the growing emphasis on policing as an 'antiracist' activity, proactively confronting racism in both crime and non-crime situations. Whilst this change has not been wholly or consistently applied, it does represent an important change in the discourse that surrounds police relations with the public since it changes the traditional role of the police as 'neutral arbiters of the law'. This book shows why race has become the most significant issue facing the British police, and argues that the police response to race has led to a consideration of fundamental issues about the relation of the police to society as a whole and not just minority groups who might be most directly affected.

Book excerpt: On 22 April 1993, Stephen Lawrence was stabbed to death at a bus stop in South London in an unprovoked racist attack. The police were heavily criticised for their conduct of the investigation and no one has ever been convicted for the crime. A judicial inquiry led by Sir William Macpherson was announced in July 1997. Its report, published on 24 February 1999 (Cm. 4262-I, ISBN 9780101426220), found that the police investigation into Stephen's murder was "marred by a combination of professional incompetence, institutional racism and a failure of leadership by senior officers." The Committee's report finds that since then the police have made tremendous strides in the service they provide to ethnic minority communities and in countering racism amongst its own workforce. Sixty-seven of Macpherson's 70 recommendations have been implemented fully or in part in the ten years since his report was published. However, a number of concerns remain. Black communities in particular are disproportionately represented in stop and search statistics and on the National DNA Database and in fact the gap has increased since 1999. The Committee says the complex factors behind the over-representation of black people in the criminal justice system do not justify this level of disproportionality. The Committee also expresses its disappointment that the police service will not meet its target to employ seven per cent of officers from ethnic minority communities nationally by 2009 and that black and minority ethnic officers continue to experience difficulties in achieving promotion, as well as being more likely to be subject to disciplinary procedures.

Book excerpt: In July 2012 Mark Ellison QC was commissioned to conduct a review examining allegations of corruption surrounding the initial, deeply flawed, investigation of the murder of Stephen Lawrence. He was also asked to examine whether the Metropolitan Police had evidence of corruption that it did not disclose to the Macpherson Inquiry and thirdly, whether there was inappropriate undercover activity directed at the Lawrence family? On corruption, Ellison finds that specific allegations of corruption were made against 1 of the officers who had worked on the investigation of Stephen Lawrence's murder, Detective Sergeant John Davidson. The allegations were made by a police officer to his superiors but were not brought to the attention of Macpherson. The MPS's record-keeping on its own investigations into police corruption are a cause of real concern. Key evidence was the subject of mass shredding in 2003. Ellison identifies the wholly inappropriate use of an undercover officer during the Macpherson Inquiry. A Special Demonstration Squad (SDS) officer, referred to as N81, had been deployed into one of the groups seeking to influence the Lawrence family campaign, effectively becoming an MPS spy in the Lawrence family camp during the course of judicial proceedings in which the family was the primary party in opposition to the MPS. N81 also met the detective writing the MPS's submissions to the Macpherson Inquiry, a completely improper action. SDS officers also operated as if exempt from the proper rules of disclosure in criminal cases. And this means there is a real potential for miscarriages of justice to have occurred.
