They carry forward a national heritage of peaceful change in national politics and administration. National committees are substitutes for party ideologies, yet they are pretty much headless, drifting organizations. Cotter and Hennessy explain why this is the case, arguing that the vagueness of the committees' responsibilities between presidential elections is one of the main sources of their limitations. Politics without Power explains what the national committees are, who belongs to them, where they are located in relation to other politically oriented organizations, what they do, and what steps might be taken to make better use of them. Although the authors' descriptions in this classic volume are straightforward, their recommendations are sweepingly bold. A few have been instituted in part, but most have yet to be adopted. If they were, it would completely change the makeup of the two committees and the political processes. Among their proposals are that the offi ces of national committeeman and committeewoman should be abolished, that the national chairman of the in-party continue to be chosen by the president or candidate, and the national chairman of the out-party be the titular head of that committee. The out-party should have a party council to interpret the platform and to recommend a platform to the national convention. There should be a tax credit for small contributions to the national committee or state committees, and each national committee would have its own building shared with the Congressional Campaign Committees. This book will interest political scientists, politicians, and other students of American politics and elections.

By contrast, a majority of southern Democrats remained as committed as ever to a traditional, segregationist ideology. Through the career of Senator James Eastland, one of the mid-century's most prominent politicians, author Maarten Zwiers explores the uneasy, yet mutually beneficial relationship between conservative southerners and the increasingly liberal party to which they belonged. Mississippi Democrat James "Big Jim" Eastland began an influential four-decade career in the United States Senate in 1941, ultimately rising to become president pro tempore of the Senate, a position that placed him third in the line of presidential succession. His reputation for toughness developed from his unfailing and ruthless opposition to greater civil rights and his concern over the global spread of communism, as he believed participants in the two movements were working together to undermine the American way of life. Zwiers contends that despite Eastland's extreme positions, he still managed to maintain influence through productive relationships with his Senate colleagues-liberal as well as conservative. Though the progressive wing of the Democratic Party continued to push for stronger civil rights legislation, they valued compromise with southern senators like Eastland in order to ensure support from a region the Democrats could ill afford to lose. While Eastland's campaigning rhetoric was inflammatory, his ability to operate within the national political structure by leveraging moderate concessions contributed to his lengthy and effective career. Drawing on recently opened archival records, Maarten Zwiers offers a nuanced portrait of a man frequently portrayed as a southern zealot. Senator James Eastland provides a case study of the complicated relationship between party and party members that allowed Democrats to maintain power in the South for much of the twentieth century.

Susan Youngblood Ashmore provides a sharper definition to changes set in motion by the fall of legal segregation. She focuses her detailed story on the Alabama Black Belt and on the local projects funded by the Office of Economic Opportunity (OEO), the federal agency that supported programs in a variety of cities and towns in Alabama. Black Belt activists who used OEO funds understood that the structural underpinnings of poverty were key components of white supremacy, says Ashmore. According to the vast majority of Mississippi daily press editorials examined between 1948 and 1968, the notion that blacks and whites were equal as races of people was a concept that remained unacceptable and inconceivable. While the daily press certainly did not advocate desegregation, in contrast to what many media critics have reported about the Southern press promoting violence to suppress civil rights activity, Mississippi daily newspapers never encouraged or condoned violence during the time periods under evaluation. Weill places coverage of these important events within a historical context, shedding new light on media opinion in the state most resistant to the precepts of the civil rights movement. This is the first comprehensive examination of civil rights coverage and white supremacist rhetoric in the Mississippi daily press during five key events: the 1948 Dixiecrat protest of the national Democratic platform; the Brown v. Board of Education Supreme Court decision to desegregate public schools in 1954; the court-ordered desegregation of Ole Miss in 1962; Freedom Summer in 1964; and the assassination of Martin Luther King, Jr., in 1968. From nearly 5,000 issues of Mississippi daily newspapers, more than 1,000 editorials and 7,000 news articles are documented in this volume.
