Varied scholarly approaches to social advocacy over the past four decades have tended to highlight skilled actors who craft rhetorical appeals and pursue resources and opportunities strategically to win their ends. Lichterman argues that this approach presents a thin view of culture and oversimplifies action as a product of collective actors whose speech and action do not vary by setting. In this study of housing advocacy, he turns the analytic lens away from the actors to the social settings and the cultural contexts of unfolding action, which allows him to develop a more precise explanation of success and failure. Lichterman draws on four years of ethnographic research on four campaigns, three coalitions, and twelve organizations that took up affordable housing, homelessness, and related problems in Los Angeles. The author follows how the actors' identities, claims and strategies unfold in specific settings as they promote new legislation, oppose gentrification, build affordable housing, and pursue health and environmental issues alongside housing problems. He finds that the discursive fields are crucial contexts that influence the work and that organization style powerfully shapes civic action. Book excerpt: The current qualitative policy analysis will examine city economics and group control of policy and spacial development at the local levels through inspection of Los Angeles' political evolution toward approving the Housing First (HF) Model. The paradigm shift in homeless policy toward the HF Model was not given proper dialogue before legislators passed funding measures for homeless housing. New York, Seattle and Los Angeles have assumed that simply housing the homeless will solve the crisis. Through better education of the HF Model, legislators can ensure the policies passed are successful and the homeless can be housed. The final recommendations for current and future policy endeavors will argue that the HF Model can be successful when stakeholders and legislators within each community are educated on the benefits of housing the homeless prior to treating needs, voters approve tax-funded permanent and temporary supportive housing, and actual implementation of those options are spread throughout the city.

Book excerpt: Housing is an essential, but complex, product, so complex that professionals involved in its production, namely, architects, real estate developers and urban planners, have difficulty agreeing on “good” housing outcomes. Less-than-optimal solutions that have resulted from a too narrow focus on one discipline over others are familiar: high design that is costly to build that makes little contribution to the public realm, highly profitable but seemingly identical “cookie-cutter” dwellings with no sense of place and well-planned neighborhoods full of generically designed, unmarketable product types. Differing roles, languages and criteria for success shape these perspectives, which, in turn, influence attitudes about housing regulation. Real estate developers, for example, prefer projects that can be built “as-of-right” or “by-right,” meaning that they can be approved quickly because they meet all current planning, zoning and building code requirements. Design-focused projects, heretofore “by-design,” by contrast, often require time to challenge existing regulatory codes, pursuing discretionary modifications meant to maximize design innovation and development potential. Meanwhile, urban planners work to establish and mediate the threshold between by-right and by-design processes by setting housing standards and determining appropriate housing policy. But just what is the right line between “by-right” and “by-design”? By-Right, By-Design provides a historical perspective, conceptual frameworks and practical strategies that cross and connect the diverse professions involved in housing production. The heart of the book is a set of six cross-disciplinary comparative case studies, each examining a significant Los Angeles housing design precedent approved by-variance and its associated development type approved as of right. Each comparison tells a different story about the often-hidden relationships among the three primary disciplines shaping the built environment, some of which uphold, and others of which transgress, conventional disciplinary stereotypes.
