These guidelines were provided to the Regional Support Contractors (RSC) to facilitate data collection on a uniform basis. Over time, additional documents were developed providing more specific requirements for the collection of LTPP data. The primary purpose for the various data collection guides is to provide a uniform basis for data collection during long-term monitoring of the performance of pavement test sections under study by the LTPP program initiated under Strategic Highway Research Program (SHRP) and continued under the Federal Highway Administration (FHWA). As methods for collection of the data have changed and improved over the years, the guidelines used in obtaining these data have changed. The objective of this document is not to provide the exact guidelines, but rather to provide references for the guidelines and revisions to those guidelines used in collecting each type of data for LTPP over the lifetime of the LTPP program."--Technical report documentation page.

Its primary purpose was to establish a national long term pavement database to support pavement research and improved pavement performance. When SHRP ended as planned in 1992, the LTPP program continued under the Federal Highway Administration with the participation of highway agencies in all 50 States, the District of Columbia, Puerto Rico, and 10 Canadian Provinces.

The Roadmap charts a course to the program's near-term and longer term destinations, which are based on the products needed by State and Provincial highway agencies today. The Roadmap was developed with input from all of the partners, which include State and Provincial highway agencies, the American Association of State Highway and Transportation Officials (AASHTO), the Transportation Research Board, industry, academia, and FHWA. The LTPP program is a dynamic process; as needs and priorities shift, the Roadmap and data analysis plan will be adjusted accordingly.

At the heart of the preservation decision-making process is pavement performance. This report documents the recommended experimental design for the LTPP SPS-11 Asphalt Concrete (AC) Pavement Preservation Study as well as the various elements required for its successful implementation. However, the recommended experiment will not be implemented under the LTPP program, but the experiment and this project report can be adopted and adapted by interested highway agencies to achieve the stated benefits, and consequently the impetus for publication of the report. The underlying concept of the experiment is to apply the same preservation treatment, at different times, on the same pavement structure to determine the effectiveness of a single application of a treatment as a function of pavement condition and time. This experiment is designed to answer the question on when is the best time to apply a preservation treatment on AC pavements. It will also enable development and implementation of important pavement preservation products and tools, such as addition of pavement preservation considerations to the AASHTO Mechanistic-Empirical Pavement Design Guide and associated software.

Book excerpt: The Federal Highway Administration (FHWA) began operational management of the Strategic Highway Research Program's (SHRP) Long-Term Pavement Performance (LTPP) program on July 1, 1992. This is in accordance with the original program plans, which designated the LTPP as a 20-year effort, the first 5 years of which were conducted under the SHRP. This paper will briefly review the scope and specific objectives of the LTPP program and work completed under the SHRP. The paper will also discuss the FHWA's strategic research plan and technology transfer activities for years 1992-1997. As the data collection and data base development progress, the scope and depth of the data analysis will be expanded to establish the relationships among pavement performance design, materials, construction, maintenance, rehabilitation, traffic, environment, and geographic locations.
