Book excerpt: This synthesis extends previous efforts to document the state of practice for airport ground access mode choice models. It examines the characteristics of existing models and discusses the issues involved in the development and use of such models to improve the understanding and acceptance of their role in airport planning and management. Information presented in this report may be of interest to a range of airport managers, airport and regional transportation planners, consultants and transportation modeling specialists, and researchers interested in issues involving airport ground access mode choice. For this synthesis, a comprehensive review of the relevant literature was undertaken. To document the extent of the recent use of airport ground access mode choice models and to identify sources of technical documentation on existing models, this literature review was supplemented by a survey of airport authorities, metropolitan planning organizations, consulting firms and research organizations, and other government agencies and industry organizations. Follow-up communications by telephone and e-mail were made where necessary.

The Action, called Air Transport and Regional Development (ATARD), aimed to promote a better understanding of how the air transport related problems of core regions and remote regions should be addressed in order to enhance both economic competitiveness and social cohesion in Europe. This book focuses on case studies in Europe related to air transport and regional development. It is divided into four geographical regions after a general chapter that compares regional air transport connectivity between remote and central areas in Europe. The first region is Northern and Western Northern Europe (case studies related specifically to Norway, Finland, the United Kingdom, and Ireland); the second is Central and Eastern Europe, (Bulgaria, Bosnia and Herzegovina, and Poland); the third is Central Western Europe (Belgium and Switzerland); and finally, the fourth is Southern Europe (Portugal, Spain, and Italy). There is no other single source publication that currently covers this topic area in such a comprehensive manner by considering so many countries. The book aims at becoming a major reference on the topic, drawing from experienced researchers in the field, covering the diverse experience and knowledge of the members of the COST Action. Where it works well, it can have significant positive impacts, both economically and environmentally. Limited or poor surface access can constrain growth, adversely affect the passenger experience, and force passengers, employees and freight operators to choose modes of travel to and from airports that exacerbate environmental problems and congestion. In the last Parliament, the Transport Committee recommended that the Government should develop a coherent strategy to improve road and rail access to the UK's major airports, and stressed the need for greater connectivity between airports outside South East England. Our inquiry shows that Government has made little headway with this agenda. The absence of a decision on airport expansion in the South East is a major obstruction to progress, and without a master plan for the country, the regions cannot be expected to deliver effectively their own pieces of the jigsaw. Government must take a clear lead on integrated transport planning which will benefit airports and the country as a whole. The Government is working on a draft National Policy Statement on airports. While, for the Government, this is driven primarily by the need to deal with airport expansion in South East England, the NPS must help to clarify how planning decisions will be made in relation to surface access improvements. Decisions about new transport infrastructure need to be taken far enough in advance that their implications can be taken into account in local development plans. Network Rail, Highways England and their counterparts across the rest of the UK should reflect these decisions in their long-term plans and funding commitments.
