Available in PDF, EPUB and Kindle. Book excerpt: Throughout its history the United States Army has utilized civilian contractors on the battlefield to provide support for its forces around the world. Since the Vietnam conflict, however, the level of contracted support has for a variety of reasons continually expanded. In the course of providing this support several issues have caused friction and have been the subject of a lot of debate and previous research. These issues include contractor legal status, force protection, discipline, accountability, location on the battlefield, responsiveness, flexibility, readiness, and defined doctrine development. This Strategic Research Project looks at each of these issues as they apply to contractors on the battlefield in general, and the Logistical Civil Augmentation Program (LOGCAP) in particular, and assesses the advances, or lack there of, that have been made in the last decade to resolve each issue. It concludes with the way ahead for the US Army and LOGCAP as we continue into the twenty-first century.

Book excerpt: Our audit objective was to determine whether the Army adequately planned for the transition from the Logistic Civil Augmentation Program (LOGCAP) III contract to the LOGCAP IV contract. See Appendix A for a discussion of the scope and methodology and prior audit coverage related to the audit objectives. We performed this audit pursuant to Public Law 110-181, "The National Defense Authorization Act for Fiscal Year 2008," section 842, "Investigation of Waste, Fraud, and Abuse in Wartime Contracts and Contracting Processes in Iraq and Afghanistan," January 28, 2008. Section 842 requires thorough investigation and auditing to identify potential waste, fraud, and abuse in the performance of DOD contracts, subcontracts, and task and delivery orders for the logistical support of coalition forces in Iraq and Afghanistan. Further, section 842 requires thorough investigation and auditing of Federal agency contracts, subcontracts, and task and delivery orders for the performance of security and reconstruction functions in Iraq and Afghanistan. DOD plans to transfer logistics support for contingency operations in Kuwait, Iraq, and Afghanistan from the LOGCAP III contractor to the LOGCAP IV contractors. This audit focused on the task orders for the transferring of work in Kuwait; however, the Army Sustainment Command (ASC) will use the Kuwait transition work as the benchmark for transitioning work in Iraq and Afghanistan.

The Logistics Civil Augmentation Program, or LOGCAP, is one of the more recent programs developed to optimize the use of our ever decreasing military forces. LOGCAP is the preplanned employment of civilian contractors, contracted for in peace, to perform support missions in the theater of operations. The military has increasingly turned to contractors for wartime support since the days of Napolean. In the decade following the Vietnam War, the Soviet military build-up forced the United States to turn to civilian firms to offset the projected shortfall in forces available to counter the threat. Originally designed to be a decentralized program, planned and contracted for at the MACOM level to support the corresponding regional CINCs, LOGCAP met with little support and was not a factor in the Gulf War. The program was revised and in 1992 a single, worldwide contract was let to provide theater support base services to all interested MACOMs. This new version of LOGCAP was put into action for the first time for Operation RESTORE HOPE in Somalia. This study examines the evolution of LOGCAP and its utility in Somalia. It focuses on the issues that arose both before and during the relief effort in Somalia. The purpose of the study is to educate the reader and stimulate further discussion and thought on the concept of LOGCAP and its applicability to future operations.

Book excerpt: The U.S. Army has commercially contracted for logistics and engineering support almost since its existence. LOGCAP is the Army's current method of out sourcing for selected combat support and combat service support (CS and CSS) to meet the needs of warfighting commanders. The major difference between LOGCAP and previous commercial contract support is that LOGCAP uses an umbrella concept to obtain a wide range of support under one contract. For the first time in Army history, this type of support is centralized at the Army level for management and execution. LOGCAP is another tool available to the warfighting commander to fill requirements that can not be supported by available forces or wartime host nation support (WHNS). Since the first LOGCAP umbrella contract was awarded in 1992, it has been executed on numerous Army operations, ranging from Somalia to Bosnia. During each operation, success only came after commanders in the theater tackled a steep learning curve by completing on the job training. How can we get the most out of this program without experiencing the same problems each time the program is executed? This paper will explore existing LOGCAP issues for the purpose of getting a better understanding of the program and future actions that are necessary to increase efficiency.

Task orders under this contract can be either fixed price or cost reimbursable. In Iraq, the total cost of all 149 task orders issued under the LOGCAP contract as of March 4, 2007, is approximately $22.5 billion. This review of Logistics Civil Augmentation Program (LOGCAP) Task Orders 130 and 151, to provide services necessary to support, operate, and maintain the Chief of Mission (COM) and Multi-National Force-Iraq staffs, issued to Kellogg Brown & Root Services Inc., is another in a series of audits SIGIR has completed on this contract. It follows up a previous review to determine whether the support provided under LOGCAP Task Order 130 was reasonable, efficient, and cost effective. Task Order 130 has an estimated value of about $283 million and expired on June 6, 2007. This review focuses on steps taken to address management issues identified in our previous report, reimbursements for services provided under the contract, and transitioning the contract from a contingency contract to a more competitive contract in future embassy operations.

In the event that U.S. forces deploy, contractor support is then available to a commander as an option. The focus of this review is LOGCAP Task Order 130 that was awarded on April 27, 2006, to Kellogg, Brown and Root Services Inc. (KBR) to provide services necessary to support, operate, and maintain the Chief of Mission and Multi-National Force-Iraq staffs located at the U.S. Embassy-Iraq, and at other Chief of Mission sites within Iraq located in Baghdad, Basra, Al Hillah, and Kirkuk. We performed this review at the request of the Management Counselor, U.S. Embassy-Iraq. The broad objectives of this review were to determine whether the U.S. Government is receiving the services paid for under LOGCAP Task Order 130 and whether the support provided is reasonable, efficient, and cost effective. This report specifically addresses three issues: (1) Does the government have a process in place that ensures requirements are properly validated?; (2) Did KBR's performance meet contractual requirements in an effective and efficient manner?; and (3) Is the government performing adequate oversight of KBR's performance? This is a partial review of Task Order 130; it specifically examined elements of contractor operations conducted within the International Zone of Baghdad, Iraq, for services in four areas: fuel operations, food service, billeting, and morale/welfare/recreation services.
