Pierce, a retired U.S. Army colonel with the Strategic Studies Institute at the U.S. Army War College in Carlisle Barracks, Pennsylvania, published a study on Army organizational culture. Pierce postulated that "the ability of a professional organization to develop future leaders in a manner that perpetuates readiness to cope with future environmental and internal uncertainty depends on organizational culture." He found that today's U.S. Army leadership "may be inadequately prepared to lead the profession toward future success." The need to prepare for future success dovetails with the use of the concepts of mission command. This book offers up a set of recommendations, based on those mission command concepts, for adopting a superior command culture through education and training. Donald E. Vandergriff believes by implementing these recommendations across the Army, that other necessary and long-awaited reforms will take place.

Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Book excerpt: Spearhead of Logistics is a narrative branch history of the U.S. Army's Transportation Corps, first published in 1994 for transportation personnel and reprinted in 2001 for the larger Army community. The Quartermaster Department coordinated transportation support for the Army until World War I revealed the need for a dedicated corps of specialists. The newly established Transportation Corps, however, lasted for only a few years. Its significant utility for coordinating military transportation became again transparent during World War II, and it was resurrected in mid-1942 to meet the unparalleled logistical demands of fighting in distant theaters. Finally becoming a permanent branch in 1950, the Transportation Corps continued to demonstrate its capability of rapidly supporting U.S. Army operations in global theaters over the next fifty years. With useful lessons of high-quality support that validate the necessity of adequate transportation in a viable national defense posture, it is an important resource for those now involved in military transportation and movement for ongoing expeditionary operations. This text should be useful to both officers and noncommissioned officers who can take examples from the past and apply the successful principles to future operations, thus ensuring a continuing legacy of Transportation excellence within Army operations. The focus is on inventory management policy where prescriptions are illuminated through the prism of an enterprise supply chain analysis. Although Army aviation logistics examples are emphasized throughout, the fundamental issues and potential solutions are broadly applicable to other large-scale military and industrial supply chains as well. Following a summary of recent trends for background and context, a multi-stage conceptual model of the logistics structure is presented to segment and guide the effort. This multi-stage model is used to systematically analyze major organizational components of the supply chain, diagnose structural disorders and prescribe solutions. Integration challenges are addressed using cost-benefit perspectives which incorporate supply chain objectives of efficiency, resilience, and effectiveness. The design and evaluation section proposes an "analytical architecture" consisting of four complementary modeling approaches, collectively referred to as "dynamic strategic logistics planning", to enable a coordinated, enterprise approach for Army Logistics Transformation. An organizational construct is presented for an "engine for innovation" to accelerate and sustain continual improvement for Army logistics and supply chain management - a "Center for Innovation in Logistics Systems". Finally, strategic management challenges associated with enterprise integration and transformational change are addressed: organizational design; management information and decision support systems; strategic alignment for a learning organization; and workforce considerations including human capital investment needs. The text concludes with a relevant historical vignette and closes with a summary of expected benefits.

Although the Army's ability to mobilize has improved in recent years, much remains to be done, and the Korean War experience can provide valuable insights. Planners involved in the attempt to perfect current automated manpower mobilization systems need to prepare for possible strains and even collapse of those systems. In an emergency, we may have to rely on manual methods such as those that saw us through the Korean War. Industrial preparedness also has received increased emphasis and support in the last decade. But in this area, as well, there is much to be learned from the Korean War's partial mobilization. Finally, we can study with profit the problems encountered in supplying the large forces that we fielded in Korea. Planners who deal with theater logistics could benefit from detailed analysis, solidly grounded in original sources, of those problems and the solutions devised for them during the war. This monograph should provide impetus to examine Korean War mobilization and logistics. Through a discussion of the available literature, the author presents an overview of the most pertinent issues addressed thus far. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.

This is the first book to deal exclusively with the nature of command itself, and to trace its development over two thousand years from ancient Greece to Vietnam. It treats historically the whole variety of problems involved in commanding armies, including staff organization and administration, communications methods and technologies, weaponry, and logistics. And it analyzes the relationship between these problems and military strategy. In vivid descriptions of key battles and campaigns—among others, Napoleon at Jena, Moltke’s Königgrätz campaign, the Arab–Israeli war of 1973, and the Americans in Vietnam—Martin van Creveld focuses on the means of command and shows how those means worked in practice. He finds that technological advances such as the railroad, breech-loading rifles, the telegraph and later the radio, tanks, and helicopters all brought commanders not only new tactical possibilities but also new limitations. Although vast changes have occurred in military thinking and technology, the one constant has been an endless search for certainty—certainty about the state and intentions of the enemy’s forces; certainty about the manifold factors that together constitute the environment in which war is fought, from the weather and terrain to radioactivity and the presence of chemical warfare agents; and certainty about the state, intentions, and activities of one’s own forces. The book concludes that progress in command has usually been achieved less by employing more advanced technologies than by finding ways to transcend the limitations of existing ones.
