Book excerpt: Economists interested in location choices usually focus their attention on investments abroad. This neglects the fact that multinational enterprises continue to invest domestically while undertaking foreign expansion. This paper compares investments at home and abroad. Our firm-level dataset shows an important home bias in productive investments. Part of this "excessive" domestic investment is explained by standard determinants of location choices. The interdependence between affiliates of the same industrial group however accounts for the lion's share of the home bias. Moreover, French firms' propensity to invest abroad is positively related to their productivity and the size of their intangible assets.

The failure of both the 1999 and 2003 World Trade Organization's (WTO) ministerial conferences in Seattle and Cancun, respectively, have highlighted the tensions among official, international organizations like the WTO, the International Monetary Fund (IMF), the World Bank, nongovernmental and private sector organizations, and some developing country governments. These tensions are commonly attributed to longstanding disagreements over such issues as labor rights, environmental standards, and tariff-cutting rules. In addition, developing countries are increasingly resentful of the burdens of adjustment placed on them that they argue are not matched by commensurate commitments from developed countries. Challenges to Globalization evaluates the arguments of pro-globalists and anti-globalists regarding issues such as globalization's relationship to democracy, its impact on the environment and on labor markets including the brain drain, sweat shop labor, wage levels, and changes in production processes, and the associated expansion of trade and its effects on prices. Baldwin, Winters, and the contributors to this volume look at multinational firms, foreign investment, and mergers and acquisitions and present surprising findings that often run counter to the claim that multinational firms primarily seek countries with low wage labor. The book closes with papers on financial opening and on the relationship between international economic policies and national economic growth rates.

Book excerpt: The transition process from a centrally planned to a market economy followed a very different path in East Germany compared to all other former communist countries. The German Democratic Republic acceded the Federal Republic of Germany in 1990, while other former socialist countries in Central and Eastern Europe (CEE) had to start from square one after becoming independent from the USSR. In contrast to other post-soviet countries, East Germany subsequently received massive transfers from the Western part of the country. A significant part of these transfers was invested into infrastructure improvement, while a larger share was spent for consumption, raising the purchasing power in the East of Germany, allowing it to sustain a higher wage level and living standard than would have been economically possible without aid from the West. Twenty years after the breakdown of the iron curtain and the reunification of Germany, the infrastructure in the Eastern part of the country is en par with the West. The East German wage level remains only slightly lower than the Western level (as does productivity), but is significantly higher than in neighbouring post-communist CEE-countries. Because of these differences in economic transition, it can be expected that East Germany attracts a different kind of foreign direct investment compared to other CEE-countries. The objective of this dissertation is to empirically identify the factors affecting foreign direct investment into the region and to discuss the implications of the empirical findings for regional and national economic policy. The "region" is represented in this book by East Germany and three of its Central-European neighbour-countries, the Czech Republic, Poland and Hungary.

Book excerpt: This book deals with a number of contentious issues in Chinese management as China emerges as a global economic player, with a greater role in international business during a global economic crisis. This step is in tandem with an economically driven foreign policy. Since the 1980s, Chinese management while still in transition, has benefited from an infusion of capital, technology and managerial expertise through inward direct investment via joint and wholly-owned foreign ventures. As the so-called 'workshop of the world', China and its exports, especially labour-intensive goods, face protectionism in the United States and the European Union. To circumvent these barriers, the Chinese leaders are emphasising domestic consumption, itself dependent on rising personal income levels and an improved national social insurance system, and a move to high-tech products, themselves requiring indigenous innovation. The creation of a knowledge economy, in addition to outward investment in manufacturing, could lead to a distinctive independent style of Chinese management. Simultaneously, China’s participation in intra-regional trade underlines the nation’s role in Asian regional business networks. Such developments in turn present a challenge to Western and global business. This book was published as a special issue of Asia Pacific Business Review.
