Book excerpt: In many countries, the exclusive concentration on a simple extension of the road based transportation network led to growing individual car traffic hence to additional demand for roads and striking external effects of transport. All issues have a severe negative impact on the living and working conditions within many urban centers. In the last decade, especially in the MENA (Middle East and North Africa) region, municipalities tried to restrict continuous growth of car traffic and intensified their efforts in supporting alternative concepts with focus on environmentally-friendly mobility approaches. However, many of these approaches were quite ambitious and innovative but often rather implemented in a disintegrated way. The transport research activities that have been conducted during the project runtime of the Young Cities in Iran project within in the BMBF (German Federal Ministry of Research and Education) funded Megacities program investigated the urban transport sector of the MENA region in general and the one of Iran in detail. The researchers revealed that the Iranian urban public transport planning system is lacking coordination between the level of the Urban Transportation Masterplan and the level of public transport operators. This publication analyses the tool of the Local (Public) Transport Plan which is already used in many agglomerations worldwide to define fixed quality and service standards for urban public transport. It, moreover, investigates the Iranian urban transport planning system and suggests a way how to adapt the tool to fit with Iranian conditions. In vielen Städten weltweit hat die alleinige Ausrichtung der Verkehrsplanung auf die Erweiterung der straßenbasierten Verkehrsinfrastruktur zu einem weiteren Anstieg des motorisierten Individualverkehrs geführt. Die wachsenden externen Effekte des motorisierten Individualverkehrs haben sich zunehmend negativ auf die Lebens- und Arbeitsbedingungen in vielen urban Zentren ausgewirkt und diese nachhaltig beeinträchtigt. In der vergangenen Dekade haben zahlreiche Stadtverwaltungen, insbesondere jene der MENA (Mittlerer Osten, Nord Afrika) - Region dem Wachstum des motorisierten Individualverkehrs Einhalt zu gebieten. In diesem Zusammenhang wurden vor allem Anstrengungen unternommen die Umsetzung alternativer Planungskonzepte mit Fokus auf umweltverträglicheren Verkehrsträgern zu befördern. Viele dieser Ansätze waren sehr ambitioniert und innovativ wurden jedoch häufig nur in einer sehr desintegrierten Weise umgesetzt. Die Verkehrsforschungsaktivitäten die während der Projektlaufzeit des vom BMBF geförderten Young Cities Projektes unternommen wurden, konzentrierten sich vornehmlich auf die Verkehrsentwicklung der Städte in der MENA Region im Allgemeinen und die des Iran im Besonderen. Eine Erkenntnis dieser Aktivitäten war dass es dem iranischen Planungssystem an Koordination zwischen der Ebene des Verkehrsentwicklungsplans und den semi-privaten Unternehmen öffentlichen Verkehrsunternehmen mangelt. Diese Publikation analysiert das Werkzeug des in vielen Städten weltweit angewandten „Local Transport Plan“ dahingehend ob es geeignet wäre diese Koordinierungslücke zu füllen und verbindliche Standards für Qualität und Angebot im öffentlichen Nahverkehr iranischer Städte zu setzen. In diesem Zusammenhang wird auch das iranische städtische Verkehrsplanungssystem genauer beleuchtet und es werden Möglichkeiten aufgezeigt dieses Werkzeug in das iranische Planungssystem zu integrieren.

Book excerpt: This report presents the scope and findings of the Economic Sector Work on Sustainable Urban Transport for the City of Kyiv, financed jointly by the Energy Sector Management Assistance Program (ESMAP) and the Korea Green Growth Trust Fund (KGGTF). The analysis consists of a rigorous evidence-based review of the strengths and weaknesses of Kyiv's public transport system and a proposed plan improve its network and operational efficiency. It directly addresses the City Administration's aim to develop practically-focused proposals for optimizing Kyiv's public transport networks so as to improve their operational and environmental efficiency, minimize costs for operators, and maximize connectivity. These proposals also take into account the future land use plan for the city. The analytical work, requested by KSCA, aimed to support Kyiv City Administration (KCA) in improving the mobility conditions in Kyiv though practically-focused recommendations on public transport service optimization and reorganization. The proposed optimization plans and reforms aim to tackling the operational and capacity deficiencies that are routinely experienced on the local public transport networks during peak hours. The analytical work benefited from a solid partnership with KCA and other stakeholders and aim to reflect a common view on the proposed measures and their implementation. This report summarizes the analyses, findings and recommendations that emerged from the assessment and optimization plans. The remaining of this report is organized as follows: Chapter 2 presents the assessment of the current mobility conditions in Kyiv. It presents the results of an evidence based and data driven assessment of the demand and supply for public transport and the results of a benchmarking analysis comparing key variables among cities with comparable characteristics. Chapter 3 presents the optimization plans. It includes the principles applied during the optimization process and the resulting scenarios as well as their estimated impacts on users' mobility, suppliers' operations and the environment.Chapter 4 discusses key aspects of a sustainable transport roadmap. The chapter discusses issues related to the implementation of the optimization plans as well as broader aspects related to the overall improvement of the mobility conditions such as priority investments, traffic management and control, parking and integrated planning.

Book excerpt: This thesis applies the concepts of urban design, public transportation planning, economic development, and sustainability, to the routing and site plan of a two-kilometer bus rapid transit (BRT) line segment into downtown Beirut, Lebanon; linking a 20- kilometer BRT corridor to the region's core. Previous routing of the segment, which used typical transportation engineering processes produced routes that would degrade the line's quality of service and/or the adjacent land uses. While one route was preferred, none were compelling enough to be advanced to the next planning stage. This thesis explores the possibility that, by expanding the criteria, the route selection and design process can be used to determine an alignment that not only supports high quality transit service, but leverages the capital investment in public transportation to improve environmental quality, economic development, community livability, and transit network connectivity in the areas it serves. In turn, the inclusion of these factors should aid in successful BRT implementation by broadening the base of supporters, and by acknowledging and catering to the physical, social, and political complexity of the project and the project area, substantially increasing project benefits. The project identified a broad range of routes, and the primary institutions and constituencies affected in order to develop an alignment and site programming method to optimize support. Using public transportation infrastructure improvements as a catalyst and a mechanism by which to improve other aspects of the urban system, if successful, should not only improve the implementation likelihood, but also create greater incentives to continually expand the transit system.
