The attitude of the two leading parties on this subject furnishes a most glaring instance of political dishonesty. In spite of the efforts of the politicians, however, the money question will not down, and that phase of it which appeals most strongly at this time to the people is the proposition to again open the mints to the free coinage of silver. Money is the public credit, stamped or imprinted upon, or represented by, metal, paper, or any other convenient substance recognized by law or usage, and employed as a medium of ex change and a measure of values. Money is money only so long and in so far as it represents the public credit. Moses, as well as the early fathers of the Christian Church, undoubtedly adopted this view of money when they denounced usury, which is the de vice whereby the drones in humanity's bee-hive, monopolizing the public credit, have in all ages exacted tribute from the workers. Book excerpt: Excerpt from George Washington Campbell of Tennessee: Western Statesman So much emphasis has been placed upon the work of a few outstanding leaders in public affairs of the United States dur ing the first quarter of the nineteenth century, that historians have sometimes overlooked important services that were ren dered by numerous individuals who seldom occupied the center of the political stage. Among such men, the public career of George Washington Campbell of Tennessee may be consid ered as a fairly typical example. For the most part, biograph ers of early leaders of the Old Southwest, and of Tennessee after it became a part of the New West, have limited their studies to such colorful figures as John Sevier and Andrew Jackson and the like, seemingly overlooking the fact that less spectacular persons also warrant close attention. Campbell, although much more active and important from a national standpoint than most of his contemporary officeholders from Tennessee and the West (1803 has received little notice. The purpose of this study, therefore, is to put together for the first time a connected account of Campbell's activities and contributions, and to rescue him from almost complete oblivion. Relatively few materials concerning his private life and actions have been located; and for this reason the account does not contain much information of a personal nature. The study has necessarily developed into one that is concerned pri marily with the subject's public activities and interests. The book is related to Campbell more than to his times, although an effort has been made to place Campbell in his proper setting. Although a host of scholars have worked long and diligently in the field of American history in the early national period, few people seem to have heard of George Washington Camp bell. Little 6l Brown, of Boston. The Publishers have now delivered five volumes, containing all the general Laws and it has given me great pleasure to have it in my power to certify the highly satisfactory character of this portion of the work. It is, in the highest degree, creditable to the Publishers. Although, by the terms of the Joint Resolution of Congress, my duty was limited to making a contract for one thousand copies, and to certifying that its conditions were complied with, I have been consulted, unreservedly, by the Publishers, in every stage of their work, and have found them at all times ready to adopt any suggestion to secure accu racy in the publication, regardless of personal trouble or of expense. So far as the original Rolls exist, they have been examined and carefully compared by competent persons with the sheets of this edition of the Laws; and if any trivial errors shall be found, in the publication, they can be readily corrected in the stereotyped plates, and thus a perfect edition of the Laws of the United States will be' obtained. I am gratified to find that the order and arrangement prescribed by Congress, in this edition, will greatly facilitate reference, and, I doubt not will be highly satisfactory to the Profession and to the Public. My own experience in a judicial office has impressed me with the great value of such a publication, and I am happy to have contributed in any degree, in the preparation of so creditable a work. Railways had not then been invented, and good roads did not exist, therefore they could only carry on their business by water. Inland the population was scanty, and there were no towns of any size. The people dwelt in rude cabins, and there was an absence of many of the conveniences of civilised life. The settlements ended at the Alleghany Moun tains, and the wilderness began. All the wide region west of these mountains was overrun by hostile savages and wild beasts, except the little pioneer settlements in Kentucky and Tennessee, in which are laid the opening scenes in our story. The western boundary of the United States was not, as now, the Pacific Ocean, but the great Mississippi river, which then flowed through unbroken forests and virgin prairies on its way to the Gulf of Mexico.
