While in the past, much effort focused on expanding access, we now understand that human capital is much more than educational attainment .Skills acquisition and the capacity to continue learning throughout the lifecycle are needed to develop individuals and to foster the rise in productivity needed for economic growth. The main objective of this study is to analyse the extent to which education level of a county s labour force affects its economic growth that is output level.A Cobb-Douglas production function with constant returns to scale is used where Human capital is treated as an independent factor of production in the human capital augmented growth model.We further employ an error correction model which combines long-run information with a short-run adjustment mechanism in order to remove biased coefficient estimates.The main results shows that higher levels of human capital directly influence productivity via its impact on domestic innovation. Secondly, higher levels of human capital cause improvements in total factor productivity by facilitating the adoption and implementation of foreign technology.

The target or accessible population of the study was 60 of educated employee or instructors in educational institutions in Mogadishu an which a sample of 49 respondents was drawn using stratified random sampling and proportionate was used to determine sample size for each of the three educational institutions such as plasma university, modern university and university of Somalia, To achieve the objectives of the study, a survey design was employed. The study relied principally on primary data which was collected using questionnaires containing close ended questions for ease of analysis. Data was analyzed using descriptive with the aid of Statistical Package for Social Sciences.Based on the finding in objective one which indicates the total average mean, the second objectives which indicates the total average mean,, Based on the findings in objective third and fourth or specific objectives of the study indicates the total average mean so that the all objectives indicate a good sign or positive sign, means the overall Skill building and training of the educational institutions are very good While the overall mean of economic development was scored a as shown in the table of chapter four indicates, so that the study indicates that human capital development have a significant and strong relationship towards the economic development. The researcher recommends further investigation should be conducted to collect data from other educational institutions such to see whether human capital development are increasing and effecting the economics in the country. The study also recommends that the Expand human capital investment on institutional capacity by strengthening the infrastructure of educational institutions to produce quality manpower to eradicate the level of illiterate and effect the economics of the country

In this Element, we propose a framework, building on the principles of 'growth diagnostics', to enable practitioners to determine whether human capital investments are a priority for a country's growth strategy. We then discuss and exemplify different tests to diagnose human capital in a place, drawing on the Harvard Growth Lab's experience in different development context, and discuss various policy options to address skill shortages.

The focus is therefore on critical reflection and rethinking the articulation between three levels of analysis of economic systems, namely entrepreneurship, human capital and regional development, which have not so far been perfectly articulated in the literature of reference on endogenous growth. Although there has been significant research so far into the success and failure of clusters, the implications of these multiple research efforts fail to provide political decision-makers and company managers with critical information about which mechanisms lie behind cluster success and also about how clusters survive and prosper. The innovative approaches presented in this book on entrepreneurship, human capital mobility and regional development have considerable potential to create new and original implications for decision-makers and managers. In terms of value added, this book contributes to the literature by seeking answers to the following questions: (i) Is the growth and success of clusters over time due to concentration and transmission of business competences through spin-offs located in a given regional space? (ii) Does increased density of job options outside the workplace contribute to increased mobility of human capital between firms located within clusters, and so improve coordination in the local labor market? (iii) Do spin-offs benefit from hiring workers from successful incumbents, inasmuch as those workers are expected to perform better than other workers from different origins? Integrating theoretical frameworks, empirical research, and regional case studies (from Portugal, Spain, Norway and Turkey), the editors and contributors demonstrate that the regional dynamics of industry growth are strongly influenced by the mobility of employees towards new firms.

For this study, investments in human capital include such factors as educational level, on-the-job skills training, health care, migration, and consideration of issues regarding regional prices and income. Taking into account varying cultures and political regimes, the research indicates that economic earnings tend to be positively correlated to education and skill level. Additionally, studies indicate an inverse correlation between education and unemployment. Presents a theoretical overview of the types of human capital and the impact of investment in human capital on earnings and rates of return. Then utilizes empirical data and research to analyze the theoretical issues related to investment in human capital, specifically formal education. Considered are such issues as costs and returns of investments, and social and private gains of individuals. The research compares and contrasts these factors based upon both education and skill level. Areas of future research are identified, including further analysis of issues regarding social gains and differing levels of success across different regions and countries. (AKP).
