There, the interaction of power and space is dramatically different from what occurred in Europe. In his groundbreaking book, Jeffrey Herbst places the African state-building process in a truly comparative perspective, examining the problem of state consolidation from the precolonial period, through the short but intense interlude of European colonialism, to the modern era of independent states. Herbst's bold contention--that the conditions now facing African state-builders existed long before European penetration of the continent--is sure to provoke controversy, for it runs counter to the prevailing assumption that colonialism changed everything. In identifying how the African state-building process differs from the European experience, Herbst addresses the fundamental problem confronting African leaders: how to extend authority over sparsely settled lands. Indeed, efforts to exert control over vast, inhospitable territories of low population density and varied environmental and geographical zones have resulted in devastating wars, millions of refugees, and dysfunctional governments perpetrating destructive policies. Detailing the precise political calculations of distinct African leaders, Herbst isolates the basic dynamics of African state development. In analyzing how these leaders have attempted to consolidate power, he is able to evaluate a variety of policy alternatives for dealing with the fundamental political challenges facing African states today.

Despite virtually ubiquitous conditions that are assumed to be challenging to democracy - low levels of economic development, high ethnic heterogeneity, and weak state capacity - nearly two dozen African countries have maintained democratic competition since the early 1990s. Yet the forms of party system competition vary greatly: from highly stable, nationally organized, well-institutionalized party systems to incredibly volatile, particularistic parties in systems with low institutionalization. To explain their divergent development, Rachel Beatty Riedl points to earlier authoritarian strategies to consolidate support and maintain power. The initial stages of democratic opening provide an opportunity for authoritarian incumbents to attempt to shape the rules of the new multiparty system in their own interests, but their power to do so depends on the extent of local support built up over time.

Book excerpt: The political institutions under which we live today evolved from a revolutionary idea that shook the world in the second part of the eighteenth century: that a people should govern itself. Yet if we judge contemporary democracies by the ideals of self-government, equality and liberty, we find that democracy is not what it was dreamt to be. This book addresses central issues in democratic theory by analyzing the sources of widespread dissatisfaction with democracies around the world. With attention throughout to historical and cross-national variations, the focus is on the generic limits of democracy in promoting equality, effective participation, control of governments by citizens, and liberty. The conclusion is that although some of this dissatisfaction has good reasons, some is based on an erroneous understanding of how democracy functions. Hence, although the analysis identifies the limits of democracy, it also points to directions for feasible reforms.
