Book excerpt: The founding of financial institutions in the developing countries, whose target groups are supposed to be poorer people and, in particular, income-generating micro, small-scale and medium-sized enterprises, originated in the industrialized nations. Soon after Western development policy began in the 1950s and 1960s the donors noted that investment in infrastructure was insufficient to achieve growth. Reflecting on the experiences of Europe, state or mixedenterprise development banks were founded in many developing countries with the support of various donors. The banks were to promote industrialization as a subsituation for imports, as well as farming, housing construction and regional development. Their common feature was that they combined the characteristics of a bank and a public authority. On the one hand, they managed loan holdings and handled payment transactions, and one the other they prompted development by non-repayable grants. Since these functions each followed a very different logic, the banks were required to undertake a difficult tightrope walk.

Microcredit helps in the alleviation of poverty, employment, entrepreneurship, higher productivity from agriculture, women empowerment, gender equality, reduced rural outmigration, better health and education, green entrepreneurship, and adoption of modern technology/inputs in agriculture.

A large variety of actors provide microfinance in India, using a range of microfinance delivery methods. Since the founding of the Grameen Bank in Bangladesh, various actors have endeavored to provide access to financial services to the poor in creative ways. The range of activities undertaken in microfinance include group lending, individual lending, the provision of savings and insurance, capacity building, and agricultural business development services. Whatever the form of activity however, the overarching goal that unifies all actors in the provision of microfinance is the creation of social value.

This text examines the experiences of the Grameen Bank and two other major microcredit programmes in Bangladesh in order to quantify the potential and limitations of microcredit programmes as an instrument for reducing poverty and delivering financial services to the poor.

Book excerpt: Vermeersch and Kremer examine the effects of subsidized school meals on school participation, educational achievement, and school finance in a developing country setting. They use data from a program that was implemented in 25 randomly chosen preschools in a pool of 50. Children's school participation was 30 percent higher in the treatment group than in the comparison group. The meals program led to higher curriculum test scores, but only in schools where the teacher was relatively experienced prior to the program. The school meals displaced teaching time and led to larger class sizes. Despite improved incentives, teacher absenteeism remained at a high level of 30 percent. Treatment schools raised their fees, and comparison schools close to treatment schools decreased their fees. Some of the price effects are caused by a combination of capacity constraints and pupil transfers that would not happen if the school meals were ordered in all schools. The intention-to-treat estimator of the effect of the randomized program incorporates those price effects, and therefore it should be considered a lower bound on the effect of generalized school meals. This insight on price effects generalizes to other randomized program evaluations. This paper--a product of the Poverty Reduction and Economic Management 2, Africa Technical Families--is part of a larger effort in the region to increase our understanding of the impact of programs aimed at reaching the Millennium Development Goals.
